Norton tries to regain control of trust
With a federal judge, Congress and
tribes on her back, Secretary of Interior
Gale Norton can't seem to get a break.
She faces contempt, criticism and
"consultation" at every corner, unable
to shake any of it off.
But she can't be blamed for trying, even if
it may not result in success.
She's reaching out to skeptical tribal leaders,
although some question why the press
has to be her intermediary.
And she's lashing out against her
"opponents," whom she claims will
derail trust reform at any cost.
Whether this tactic will keep her
from contempt or curry favor in
tribes will be answered in the coming weeks.

Energy bill reaches Senate
After a several month delay, the Senate
finally began took up an energy bill that only
Democrats and their appear to be happy about.
Lacking provisions to open up the
Arctic National Wildlife Refuge to oil
drilling, the bill was slammed
by Republicans and the White House as
unbalanced.
But as debate stretches into its
second week, some GOP leaders
appear to be willing to drop the
controversial proposal in order
to get the measure out the door and
into President Bush's hands.
