1. CONFERENCE:

2. WEBINAR:
TRIBAL TAX WEBINAR SERIES PART 3 ON TUESDAY AUGUST 20TH
On Tuesday, August 20th at 2:00 p.m. Eastern Time, NAFOA will host the final part of the Tribal Tax Bill webinar series covering Sections 8, 10, 11, 12, and 13 of H.R.8318, the Tribal Tax and Investment Reform Act.

Section 8: Creation of New Markets Tax Credit for tribal statistical areas. This section creates an annual $175 million New Markets Tax Credit for low-income Tribal communities and for projects that serve or employ Tribe members. NMTC Program attracts private capital to economically distressed communities by providing tax credits to investors. This section addresses the low rate of NMTC deployment in Indian Country through a credit set-aside.

Section 10: Clarification that Tribal General Welfare Benefits are not unfairly categorized as income related to Supplemental Social Income eligibility or benefit amounts. The Tribal General Welfare Exclusion Act (TGWEA) excludes from gross income and resources, for income tax purposes, the value of a tribal general welfare benefit. This section excludes these benefits from Supplemental Social Income eligibility and benefit amount determinations.

Section 11: Modification and Extension of Indian employment tax credit. The section extends and updates the expired Indian Employment Tax Credit, a credit for employers who hire Tribal members or their spouses who work on a reservation and live on or near a reservation. This credit is important to addressing high unemployment rates on many Tribal Nations and supporting tribal communities and businesses. The section increases the wage amount an employer can offset from $20,000 to $30,000 and simplifies the credit formula.

Section 12 and Section 13: Exclusion from gross income for payments under Indian health service loan repayment program and Indian health professions scholarships program. These sections make health professionals at the Indian Health Service eligible for recruitment and retention tax incentives available to other public sector health professionals.

4. TAX:
FREE TAX PREPARATION PROGRAMS VIRTUAL WORKSHOP FOR INDIAN TRIBAL GOVERNMENTS OFFERED THROUGH MICROSOFT TEAMS
You’re invited to join us for a free workshop offered by the Internal Revenue Service’s Office of Indian Tribal Governments and Stakeholder Partnerships, Education and Communication. The workshop will provide an overview of the free tax preparation programs – the Volunteer Income Tax Assistance (VITA) and Tax Counseling for the Elderly (TCE) programs.

The workshop will provide basic information on how local tribal communities can create their own free tax preparation sites to serve their local community. It will also include information on grant opportunities offered by the Internal Revenue Service to support local free tax preparation activity.

5. JOBS:
FINANCIAL SERVICES DIRECTOR, NAVAJO NATION JUDICIAL BRANCH
Under the direction of the Administrative Director of the Courts, performs professional and managerial work related to supervision and oversight of all aspects of the financial, procurement, and budget functions of the Judicial Branch ensuring accuracy and completeness of data. Manages and oversees the Judicial Branch’s financial support systems and services, develops and justifies budget requirements, executes approved budgets, analyzes financial data to forecast Judicial Branch fiscal needs, ensures proper maintenance of all court and program accounting records, oversees the performance of day-to-day management issues and financial projects, and develops and implements policies and procedures, and programs for compliance with appropriate statutory, rules, guidelines, policies and approved internal controls including procurement, financial, and budget management consistent with Navajo Nation laws, policies and procedures and Judicial Branch policies and procedures.
