ALBUQUERQUE, New Mexico -- “Everybody has a right to speak for their people," Harold Frazier, the chairman of the Cheyenne River Sioux Tribe, says as he makes a second run for president of the National Congress of American Indians, the largest inter-tribal advocacy organization in the United States.

"I ran for NCAI President in 2017 and was defeated, however, I did not give up and I did not sit back, I continued to fight!" Frazier states in a campaign flyer.
