The Fort McKay First Nation in Alberta said a $13 million shortfall is to blame for the lack of a per capita payment. Band members have received a share of oil sands profits since 2001. At one point, the payments totaled more than $10,000 a year, CBC News reported. But the money has dried up due to a drop in profits, CEO George Arcand said. That's left some band members in a bad situation. “I'm broke, I don't even know where I'm going to get gas now,” Annette Campre told CBC.
