Documents from Canada show dependence on Keystone XL

The Canadian government appears to be placing more emphasis on the controversial Keystone XL Pipeline than previously believed, The New York Times reports.

Joe Oliver, the head of Natural Resources Canada, visited the U.S. in March to promote the pipeline. His briefing notes said that approval of the project wouldn't lead to more development in the tar sands area of Alberta.

But documents obtained by the Pembina Institute, a group that promotes clean energy, show that Oliver's own department believed otherwise. Expansion of tar sands development depends on Keystone, according to the documents.

First Nations in Alberta oppose tar sands development and the Keystone pipeline. Tribes in the U.S. also oppose the pipeline.
