North Dakota tribe blames EPA for holding up oil refinery project

The
Mandan, Hidatsa and Arikara Nation
of North Dakota says plans for an oil refinery are being held up by the
Environmental Protection Agency
.
The tribe began the project in 2003. The final
environmental impact statement
was issued more than a year ago.
If built, the refinery would be the first in the U.S. in more than 30 years.
