The Community Relations Commission in Farmington, New Mexico, cleared a restaurant of alleged discrimination against a Navajo Nation family.
The commission unanimously ruled that an incident in which the family never received their food was not motivated by bias.
"Things like this happen in restaurants to all of us," said commission member Karen Bayless, The Farmington Daily Times reported.
The city created the commission after a series of anti-Indian incidents.
