A domestic violence shelter on the Rosebud Sioux Reservation in South Dakota has lost three leaders amid scrutiny about its operation.

White Buffalo Calf Woman Society executive director Tillie Black Bear, board president Connie Brushbreaker and vice president Marc Marshall resigned last week. The move came after the Rosebud Sioux Tribe asked the shelter to abide by certain requirements in order to receive pass-through grants.

Black Bear had raised concerns about having the tribal council involved in the shelter's operations. But interim director Nichole Emery denied rumors of an investigation into the shelter.
