JOB TITLE: SELF-GOVERNANCE LEGISLATIVE ASSOCIATE
REPORTS TO: Chief Executive Officer, Jamestown S'Klallam Tribe
STATUS: Exempt, Full Time with Benefits
JOB SUMMARY: Responsible for oversight of the Tribal Self-Governance program including related planning, budget, legislative and regulatory issues. Coordinates with relevant federal agencies regarding national policy issues which affect the implementation of Self-Governance at the Tribal level. Performs other duties to support the CEO on general Tribal legislative advocacy and monitoring of federal and state American Indian and Alaska Native issues. Duties include preparation of correspondence, position papers, background documents, talking points and reports, organization and maintenance of related issue files and communication with Tribal government representatives and national, regional, state, inter-Tribal and Tribal organizations. Expected to ensure that all goals and objectives within the BIA/IHS Self-Governance Project are met, and monitor budget and relevant legislative/regulatory progress. WiIl coordinate with Chief Financial Officer (CFO), Planning, and other Tribal Departments in the identification of all BIA/IHS monies (other federal agencies as required) including contract support costs associated with programs, services, activities or functions which are available, and appropriate for inclusion in the Tribal BIA/IHS Self-Governance Compact(s) and Annual Funding Agreement(s). Must provide and coordinate annual Self-Governance funding information as it relates to the Tribal/BIA and IHS negotiations. Will act as liaison with other Self-Governance Tribes for general communication and generate new ideas, ensure uniformity and establish working relationship that will benefit the Self-Governance program internally and on the national level. This may include participation in the Technical Workgroup meetings of the respective BIA and IHS Tribal Self-Governance Advisory Committee(s), and other duties as assigned by CEO. MINIMUM QUALIFICATIONS: Requires B.A. degree in government, finance, planning, or related field or a minimum of 5 years of related experience. Experience managing grant or contract programs, related research, data collection and analysis; experience working with American Indian and Alaska Native Tribes; knowledge of Federal and State government and Tribal government functions; ability to travel out-of-town 40%-50% of the time to participate in relevant workgroup sessions, national, regional, state and Tribal or Tribally related meetings, U.S. Congressional and/or state legislative hearings and meetings regarding Tribal matters. Requires proficiency in Microsoft Office programs including, Word, Excel and PowerPoint. Must demonstrate a high level of communication with good writing and verbal skills, strong attention to detail and well developed organizational skills. Candidate must be able to establish and maintain effective working relationships with employees, other Tribes, funding agencies, and the Tribal Council. Additional requirements include the ability to work independently, make decisions, and maintain confidentiality; to work under pressure to meet deadlines, be flexible and assist other staff in completing projects. American Indian/Alaska Native preference for qualified candidates.

Position Summary and Accountability:
This exempt employee will receive direct supervision from the Tribe’s CEO and will be responsible for oversight of the Tribal Self-Governance program; including related planning, budget, legislative and regulatory issues. This employee will coordinate with relevant federal agencies regarding national policy issues which affect the implementation of Self-Governance at the Tribal level. This employee will perform other duties to support the CEO in general Tribal legislative advocacy and monitoring of federal and state American Indian and Alaska Native issues. Such duties include: preparation of correspondence, position papers, background documents, talking points and reports; organization and maintenance of related issue files; and communication with Tribal governmental representatives and national/regional/state/ inter-Tribal and Tribal organizations. A fair amount of travel may be required at times to participate in various meetings, workgroups and conferences.
Duties and Responsibilities:
1. Ensures all goals and objectives within the BIA/IHS Self-Governance Project are met; Monitors budget and relevant legislative and regulatory progress.
2. Coordinates with Chief Financial Officer (CFO), Planning and other Tribal Departments in the identification of all BIA/IHS monies (other federal agencies as required), including contract support costs, associated with programs, services, activities or functions which are available and appropriate for inclusion in the Tribal BIA/IHS Self-Governance Compact(s) and Annual Funding Agreement(s).
3. Provides and coordinates annual Self Governance funding information as it relates to the Tribal/BIA and IHS negotiations.
4. Acts as liaison with other Self-Governance Tribes for general communication and generate new ideas, ensure uniformity and establish working relationship that will benefit the Self-Governance program internally and on the national level. This may include participation in the Technical Workgroup meetings of the respective BIA and IHS Tribal Self-Governance Advisory Committee(s).
5. Responsible for generation of all written reports required under Self-Governance, including Quarterly Reports to the Tribal Council.
6. Responsible for coordination of all data requirements and requests as a result of the Governmental Performance and Results Act; fund distribution, and support of federal budget justifications.
7. Coordinates with Department Directors in projecting, establishing, and monitoring annual Self Governance fiscal budgets.
8. Monitors and tracks national Indian policy developments, including Administrative, Congressional and Judicial decisions impacting Tribal governments.
9. Assists in the development of policy position papers, background documents, talking points, reports and written Congressional testimony on behalf of the Tribe, including development of annual appropriation requests.
10. Coordinates with state/tribal activities as required or further identified.
11. Works with the Tribal Executive Committee to initiate strategic thinking and effective internal Tribal organizational planning.
12. Other duties as assigned by CEO.
Qualifications:
1. Minimum of B.A. degree in government, finance, planning, or related field or a minimum of 5 years of related experience.
2. Experience in working with American Indian and Alaska Native Tribes.
3. Experience in managing grant or contract programs, related research, data collection and analysis.
4. Knowledge of Federal and State government and Tribal government functions.
5. Ability to use IBM compatible computer. Proficiency in Microsoft Office programs (including, Word, Excel and PowerPoint).
6. Work must demonstrate a high level of communication with good writing and verbal skills.
7. Work must demonstrate strong attention to detail and well developed organizational skills.
8. Ability to establish and maintain effective working relationships with employees, other Tribes, funding agencies, and the Tribal Council.
9. Ability to work independently, make decisions, and maintain confidentiality.
10. Ability to work under pressure to meet deadlines.
11. Ability to be flexible and assist other staff in completing projects.

Physical Requirements:
This position requires the ability to regularly sit for long periods of time, up to 8 hours. Requires repetitive motion of hands and wrists while frequently operating a computer and other office equipment. Ability to stand, bend, reach and lift up to 50 pounds. Additional requirements include the ability to frequently travel (approximately 40-50% of the time) and to endure travel-related stress.
