President Barack Obama plans to propose a three-year freeze on domestic programs in his first State of the Union address, according to news reports.
The freeze would cover most programs that aren't related to national security. That would appear to include programs at the Bureau of Indian Affairs and the Indian Health Service, both of which saw gains when Obama announced his first budget last year.
Even after the freeze ends in three years, Obama will seek to limit increases no greater than inflation, The New York Times said.
The State of the Union takes place tomorrow evening.
