The Ponca Tribe of Nebraska opened a smoke shop on trust land in Iowa.
Ponca Smoke Signals is the tribe's first retail venture through the Ponca Economic Development Corporation. Tobacco products are being sold free of state taxes.
The business is located on five acres in Carter City. Though the city is in Iowa, the only way to reach it by vehicle is through Nebraska.
The tribe wants to build a casino at the site. The states of Nebraska and Iowa are trying to block the project.
