Its residents, he says, are the mosaic tiles, and the variety they bring to the community makes life colorful and complete.
A seminar and symposium Friday is being offered to talk about intergovernmental relations among different cultures.
Then Saturday, the Native American band Brulé will perform a free concert during Flandreau's Riverside Park Days.
Brulé's performance is being funded through a $10,000 grant awarded by Harvard University. The city of Flandreau and the Flandreau Santee Sioux Tribe received the grant because of their groundbreaking work to establish a joint police department.
"I'm not saying it hasn't been done before," James says of the intergovernmental police force. "But it was the first of its kind across the United States.""
