Sen. Arlen Specter (R-Pennsylvania) said on Tuesday he won't support the Employee Free Choice Act, a bill that tribes say will encroach on their sovereignty.
In prior congressional sessions, Specter voted with Democrats to advance the bill. Without his support, they may not be able to break a filibuster in the tightly-controlled Senate.
The bill makes it easier for labor unions to organize but it doesn't treat tribes in the same manner as state and local governments. The National Congress of American Indians and the National Indian Gaming Association want Congress to amend the bill to recognize tribal sovereignty.
