The Environmental Protection Agency plans to issue a final environmental impact statement on a oil refinery for the Mandan, Hidatsa and Arikara Nation of North Dakota.
The tribe wants to build a $250 million refinery on 450 acres on the Fort Berthold Reservation. It would be the first new oil refinery in the nation in more than 30 years.
A regional EPA official said the final EIS is due in three months.
