The Navajo Nation
Council fell 18 votes short of overriding a veto on a bill to ban tobacco use in public places.
The council needed 59 votes to override President Joe Shirley Jr.'s veto. But only 41 delegates were in favor.
The bill would have exempted ceremonial use of tobacco but Shirley said it was too broad. He also said it would hurt revenues at the tribe's forthcoming casino.
