Canada's top political leader will offer a formal apology to former students of Native residential schools on Wednesday.

Prime Minister Stephen Harper will deliver the apology before the Parliament. It's part of a $1.9 billion settlement package aimed at compensating former students and healing some of the abuses they suffered.

Not everyone is happy with the process, though, and some former students say they have been wrongly denied a share of the payout. Each was promised $10,000, plus $3,000 for every year they attended a school.

So far, about $1.3 billion has been distributed. The government is now focusing on the Indian Residential Schools Truth and Reconciliation Commission to help people "move forward," the head of the commission told The Los Angeles Times.
