The Nisqually Tribe sued Washington Gov. Chris Gregoire (D) in federal court on Wednesday over a tobacco tax compact.
The compact, signed last month, allows the Frank's Landing Indian Community to continue operating a smoke shop. Tax revenues will be managed by the Squaxin Island Tribe.
But the Nisqually Tribe says the deal violates state and federal law and its own tobacco company with the state. The tribe claims it has sole jurisdiction over Frank's Landing.
The lawsuit seeks a halt to all sales at the Frank's Landing smoke shop, which was raided last May as part of a major investigation into untaxed cigarettes.
