Democrats began debate on the bill on Tuesday with the hopes of passing it that day. But a veto threat from the White House and competing legislative priorities delayed action.
Sen. Byron Dorgan (D-North Dakota), the chairman of the Senate Indian Affairs Committee, is expecting numerous amendments. The National Indian Health Board has the full text here.
