The inquiry into the death of Frank Paul, a Mi'kmaq man who was dumped in an alley by police officers in Vancouver, British Columbia, resumed.
Paul, 47, was taken to a "drunk tank" in Vancouver on December 5, 1988. But Russell Sanderson, the jail sergeant at the time, let him go because Sanderson believed Paul wasn't drunk enough.
"I believed that Frank Paul had been arrested in error, that he was not intoxicated," Sanderson told the inquiry, CBC News reported.
Videotape shows Paul being dragged out of the jail by police officers. His body was found frozen to death several hours later.
