The Canadian government says its Native citizens should not have to produce a passport to cross into the United States by car or by boat.
The U.S. wants every person who enters the country to have a passport. But Canada says Native citizens with certificates of Indian status should be exempt.
According to Canadian officials, less than 60 percent of car or boat crossers have passports.
