On June 27, Interior Secretary Dirk Kempthorne announced the creation of a conduct accountability board.
Two days later, the official who was to head the board resigned to join a lobbying firm.
Kempthorne said the Conduct and Accountability Board could ensure fairness in employee discipline disputes. It would have been led by Mark Limbaugh, an assistant secretary for water and science.
The board already needs a leader now that Limbaugh plans to join the Ferguson Group, a firm that lobbies Interior on water issues. He told The Hill newspaper that he had to "make a living."
