Australia plans to ban alcohol and pornography for Aboriginals in the Northern Territory, citing a report that documented high rates of child abuse.
Prime Minister John Howard announced a ban on the sale, possession and transportation of alcohol and pornography for six months. The ban will be reviewed after the six months are up.
Some Aboriginal leaders attacked the proposal as paternalistic. But some advocates said it was necessary in order to prevent child abuse and substance abuse.
The report, "Little Children Are Sacred," linked child sexual abuse to alcoholism and hardcore pornography.
It cited a drop in abuse in Aboriginal communities were alcohol and porn were banned.
