Several Arizona tribes vowed to fight a proposed copper mine on sacred land in the Tonto National Forest.
The San Carlos Apache Tribe, the White Mountain Apache Tribe, the Yavapai Apache Nation, the Tonto Apache Tribe, the Hopi Tribe and the Hualapai Tribe signed a resolution addressed to President Bush.
They said the land swap was being driven by a foreign company.
A proposed bill in Congress would swap 3,000 acres of federal land for 5,200 acres owned by Resolution Copper. The federal portion includes sacred Apache sites.
