Cultural site held up due to flood concerns

Plans for a major cultural site in Rapid City, South Dakota, are being held up due to concerns about flooding.

The Alliance of Tribal Tourism Advocates wants to build an outdoor Native art market, living history village and powwow grounds and arena. But local leaders say the site is too close to a flood-plain along Rapid Creek.

Daphne Richards Cook, the executive director of the alliance, doesn't think flooding would affect the site. But she believes local leaders aren't taking the project seriously.

The city council is studying the issue before appropriating $812,000 for the site. Changes in building guidelines could force the alliance to find a new location.
