Karl Rove, one of President Bush's closest aides, will leave his position at the White House at the end of the month.
Rove is credited with Bush's two winning elections and for Republican gains in Congress in 2004. But scandal cost the GOP the House and the Senate in 2006 and Rover has been an increasing target of Democrats on Capitol Hill.
Rove is refusing to testify about his role in the firings of eight U.S. Attorneys, five of whom represented states with significant Indian Country. Another prosecutor was also targeted for removal because he spent "too much time" on Indian issues, a former Bush administration aide said.
Rove also played a role in the release of water to non-Indian farmers in the Klamath Basin in northern California and southern Oregon. He traveled to Oregon to open the water gates over the objections of tribes with treaty rights and gave briefings to Interior Department political appointees on the issue.
