The Federated Indians of Graton Rancheria of California is making progress on its casino even as an opposition group hopes to block the project in court.

Stop the Casino 101 Coalition is suing Gov. Jerry Brown (D) in state court. The lawsuit claims he lacked authority to enter into a Class III gaming compact because the tribe's trust land was not properly removed from state jurisdiction.

The group is also suing the city of Rohnert Park. The lawsuit says the casino project will harm an endangered species.

The tribe expects to finish work on the casino by the end of the year.
