Developers in the Catskills are betting on an expansion of non-Indian gaming in New York.
The Catskills is already home to the Monticello Casino and Raceway, which offers electronic gaming machines. A rival developer is hoping to the land the last state license and open another racino in the Catskills. The facilities could then offer full-scale gaming if an amendment to the state constitution is approved. Gov. Andrew M. Cuomo (D) has said he is open to an expansion of non-Indian gaming. The Catskills is about 90 minutes north of New York City. State law authorizes up to three Class III gaming compacts in the region but no tribes have been able to win approval for a casino there.
