Grijalva (D-Ariz.) today highlighted a new Department of the Interior (DOI) Office of Inspector General (OIG) <a href=\"https:\/\/bit.ly\/3jws8HZ\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/bit.ly\/3jws8HZ&amp;source=gmail&amp;ust=1603826438499000&amp;usg=AFQjCNHI_GwKjatpW7PWXLFh6_Qvn2DgGg\">report<\/a> documenting what he called \u201cshameful\u201d data breaches in federal agency handling of sensitive Native American governments\u2019 financial information. The breach occurred as part of the administration\u2019s larger failure to disburse Coronavirus Aid, Relief, and Economic Security Act (CARES Act) funding to Tribes that could have prevented severe outbreaks and economic suffering in Native American communities.<u><\/u><u><\/u><\/p>\n<p class=\"m_743955289793943364wordsection1\">The OIG report, available online at <a href=\"https:\/\/bit.ly\/3jws8HZ\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/bit.ly\/3jws8HZ&amp;source=gmail&amp;ust=1603826438499000&amp;usg=AFQjCNHI_GwKjatpW7PWXLFh6_Qvn2DgGg\">https:\/\/bit.ly\/3jws8HZ<\/a>, includes two major findings:<u><\/u><u><\/u><\/p>\n<ul type=\"disc\">\n<li class=\"m_743955289793943364wordsection1\">The U.S. Department of the Treasury failed to mark Tribal financial data related to applications for CARES Act funding as confidential in inter-agency correspondence, which contributed to inappropriate widespread dissemination; and<u><\/u><u><\/u><\/li>\n<li class=\"m_743955289793943364wordsection1\">Bureau of Indian Affairs (BIA) employees, including one who also had an affiliation with the White House,forwarded a spreadsheet containing the data \u2013 which included confidential information the recipients did not need and was unrelated to their duties \u2013 to officers of Tribes outside the federal government, which was inconsistent with DOI guidance that employees are responsible for \u201cproperly using and protecting agency data[.]\u201d<u><\/u><u><\/u><\/li>\n<\/ul>\n<p class=\"m_743955289793943364wordsection1\">Grijalva said today that while the administration has sought to minimize the seriousness of the breach, affected Tribal governments have no such luxury.<u><\/u><u><\/u><\/p>\n<div id=\"attachment_9122\" class=\"wp-caption alignnone\"><a href=\"https:\/\/www.doioig.gov\/reports\/recommendation-identifying-protecting-and-ensuring-proper-handling-tribal-data-and\"><img loading=\"lazy\" decoding=\"async\" aria-describedby=\"caption-attachment-9122\" class=\"float-center wp-image-9122\" src=\"https:\/\/indianz.com\/covid19\/wp-content\/uploads\/2020\/10\/doioig102620-232x300.png\" alt=\"\" width=\"420\" height=\"544\" srcset=\"https:\/\/indianz.com\/covid19\/wp-content\/uploads\/2020\/10\/doioig102620-232x300.png 232w, https:\/\/indianz.com\/covid19\/wp-content\/uploads\/2020\/10\/doioig102620-791x1024.png 791w, https:\/\/indianz.com\/covid19\/wp-content\/uploads\/2020\/10\/doioig102620-768x994.png 768w, https:\/\/indianz.com\/covid19\/wp-content\/uploads\/2020\/10\/doioig102620-1187x1536.png 1187w, https:\/\/indianz.com\/covid19\/wp-content\/uploads\/2020\/10\/doioig102620.png 1275w\" sizes=\"auto, (max-width: 420px) 100vw, 420px\" \/><\/a><p id=\"caption-attachment-9122\" class=\"wp-caption-text\"><a href=\"https:\/\/www.doioig.gov\/reports\/recommendation-identifying-protecting-and-ensuring-proper-handling-tribal-data-and\">Recommendation for Identifying, Protecting, and Ensuring Proper Handling of Tribal Data and Information<\/a> (U.S. Department of the Interior Office of Inspector General)<\/p><\/div>\n<p class=\"m_743955289793943364wordsection1\">\u201cThe administration leaked tribes\u2019 confidential financial records to the public much faster than it sent them aid, and yet Republicans continue to be confused about why so many tribes have distrusted the federal government for so long,\u201d Grijalva said today. \u201cPublic trust in the competence and integrity of the executive branch is never more important than in the midst of a global health crisis. We still need answers to significant questions about this data breach and whether it was purposeful. This was a shameful failure of federal relations with Indian Country, and if American citizens can\u2019t trust the administration to protect them and treat them fairly, our country is not going to recover.\u201d<u><\/u><u><\/u><\/p>\n<p class=\"m_743955289793943364wordsection1\">The OIG report was a partial response to a May 1 <a href=\"https:\/\/naturalresources.house.gov\/imo\/media\/doc\/Grijalva%20and%20Subcommittee%20Chairs%20Letter%20to%20IG%20Requesting%20Tara%20Sweeney%20Investigation%20May%201%202020.pdf\" target=\"_blank\" rel=\"noopener noreferrer\" data-saferedirecturl=\"https:\/\/www.google.com\/url?q=https:\/\/naturalresources.house.gov\/imo\/media\/doc\/Grijalva%2520and%2520Subcommittee%2520Chairs%2520Letter%2520to%2520IG%2520Requesting%2520Tara%2520Sweeney%2520Investigation%2520May%25201%25202020.pdf&amp;source=gmail&amp;ust=1603826438499000&amp;usg=AFQjCNEUuIz1BPwNakWmn2dLlp0IGHwncw\">letter<\/a> to DOI Inspector General Mark Greenblatt from Grijalva and the chairs of the five Natural Resources subcommittees.
