Image courtesy Ho-Chunk Nation\r\n<\/figcaption>\r\n<div class=\"h3-responsive font-weight-bold\">Ho-Chunk Nation moves forward with off-reservation casino<\/div>\r\n<div class=\"date\">Wednesday, March 24, 2021<\/div>\r\n<div class=\"byline\">By Acee Agoyo<\/div>\r\n<div class=\"source\">Indianz.Com<\/div>\r\n<p><\/p>\r\nThe <a href=\"https:\/\/ho-chunknation.com\/\">Ho-Chunk Nation<\/a> is moving forward with an off-reservation casino after securing support from the state of Wisconsin.\r\n<p><\/p>\r\nThe $405 million development in the city of Beloit has been in the <a href=\"https:\/\/www.indianz.com\/IndianGaming\/2019\/05\/31\/hochunk-nation-makes-major-progress-on-o.asp\">works for several years<\/a>, with the <a href=https:\/\/www.bia.gov\/>Bureau of Indian Affairs<\/a> approving the project at the federal level almost a year ago. The tribe is now thanking Wisconsin Gov. Tony Evers (D) for issuing his concurrence, marking a key achievement in the <a href=\"https:\/\/www.ho-chunkbeloiteis.com\/\">long-running process<\/a>.\r\n<p><\/p>\r\n\u201cWe\u2019ve been focusing so much time and effort on our COVID-19 response that it\u2019s almost surreal to have this great news of the Governor\u2019s concurrence today,\u201d   Ho-Chunk Nation Vice President Karena Thundercloud said on Wednesday. \r\n<p><\/p>\r\n\u201cWe want to thank the city of Beloit, Rock County, and our respective communities for all the support over the past several years,\u201d Thundercloud added. \u201cWe look forward to the day when we can celebrate everybody who helped this project along.\u201d\r\n<p><\/p>\r\n<blockquote class=\"twitter-tweet\" data-width=\"500\" data-dnt=\"true\"><p lang=\"en\" dir=\"ltr\">&quot;It\u2019s almost surreal to have this great news&quot;: The Ho-Chunk Nation will move forward with an off-reservation casino following a concurrence from the <a href=\"https:\/\/twitter.com\/hashtag\/Wisconsin?src=hash&amp;ref_src=twsrc%5Etfw\">#Wisconsin<\/a> state governor.<br><br>The $405 million project is to be located in Beloit, not far from the <a href=\"https:\/\/twitter.com\/hashtag\/Illinois?src=hash&amp;ref_src=twsrc%5Etfw\">#Illinois<\/a> border. <a href=\"https:\/\/twitter.com\/HoChunkGaming?ref_src=twsrc%5Etfw\">@HoChunkGaming<\/a> <a href=\"https:\/\/t.co\/l6pbtkfGY6\">pic.twitter.com\/l6pbtkfGY6<\/a><\/p>&mdash; indianz.com (@indianz) <a href=\"https:\/\/twitter.com\/indianz\/status\/1374790075905622023?ref_src=twsrc%5Etfw\">March 24, 2021<\/a><\/blockquote><script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\r\n<P><\/P>\r\nThe tribe has been pursuing the casino under the two-part determination provisions of the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Indian_Gaming_Regulatory_Act\">Indian Gaming Regulatory Act<\/a>. The law requires approval not just by the BIA, but also from the state, where local officials have long been supportive.\r\n<p><\/p>\r\n\u201cThe city of Beloit remains optimistic and hopeful that we can celebrate a groundbreaking soon. The city of Beloit is committed to working with the Ho-Chunk Nation on this development,\u201d said  City Manager Lori Curtis Luther. \u201cNot only will the Ho-Chunk Nation bring economic development, job growth and entertainment activity to our community, but the Nation will also provide cultural and historical education to our residents. We look forward to welcoming the Ho-Chunk Nation back to their home.\u201d\r\n<P><\/P>\r\nThe tribe plans to build a casino, hotel, convention center, restaurants  and waterpark on  33 acres in Beloit. The site in Rock County is close to the state border with Illinois.\r\n<p><\/p>\r\n\u201cRock County appreciates that Governor Evers shares the local vision for how this project will impact our economy and help make Beloit an entertainment destination. Moving forward with this development as Rock County comes out of the pandemic will accelerate our community\u2019s economic growth,\u201d said Rock County Board Chairman Rich Bostwick. \u201cWe look forward to continuing to work with our partners in the Ho-Chunk Nation and the City of Beloit to make this project a success.\u201d\r\n<P><\/P><div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nDespite the good news, the tribe must still clear additional hurdles. Before the casino can open, the BIA must place the 33-acre site into trust, a decision that has not yet been made by the Biden administration.\r\n<p><\/p>\r\nThere is no timeline for the BIA to take action, although <a href=\"https:\/\/www.whitehouse.gov\/administration\/president-biden\/\">President Joe Biden<\/a>, during his campaign, said <a href=\"https:\/\/indianz.com\/News\/2020\/10\/08\/joe-biden-and-kamala-harris-release-plan-for-tribal-nations\/\">restoring tribal homelands<\/a> would be a top priority of his administration. Since then, former Rep. Deb Haaland (D-New Mexico), a citizen of the Pueblo of Laguna, has become <a href=\"https:\/\/twitter.com\/SecDebHaaland\">Secretary of the Interior<\/a>, making her the first Native person to lead the <a href=https:\/\/www.doi.gov\/>Department of the Interior<\/a>.\r\n<P><\/P>\r\n\u201cAlready, Interior is engaged in tribal consultation to restore the government-to-government relationship with sovereign tribal nations,\u201d Haaland said on her <a href=\"https:\/\/indianz.com\/News\/2021\/03\/17\/hit-the-ground-running-secretary-haaland-engages-with-native-media-on-first-day-in-office\/\">first day in office<\/a> last Wednesday, during a call with the Native media. \r\n<p><\/P>\r\nBut local officials are optimistic. They are eager to see  the impact of bringing 1,500 permanent jobs and thousands of construction jobs to the region with the tribal development.\r\n<P><\/P>\r\n\u201cAn entertainment destination of this magnitude is a win for\r\nthe entire greater Beloit region and will provide job opportunities for our residents,\u201d said Beloit City Council President Regina Dunkin. \u201cWe send our sincerest appreciation to Governor Evers for his careful review and approval of this project. The first one, however, was in Wisconsin &#8212; the <a href=\"https:\/\/www.fcpotawatomi.com\/\">Forest County Potawatomi Community<\/a> has been operating a <a href=https:\/\/www.paysbig.com\/business\/casino-history>facility in Milwaukee since March 1991<\/a>.\r\n<P><\/P>\r\nOther tribes have since attempted to do the same in Wisconsin without much success.
