Deb Haaland<\/a> (D-New Mexico) is on her way to making history yet again, this time as the first Native person in a presidential cabinet.\r\n<p><\/p>\r\nBy a <a href=https:\/\/twitter.com\/indianz\/status\/1367496682498310145>vote of 11 to 9<\/a> on Thursday morning, Haaland cleared her first major hurdle in her <a href=https:\/\/indianz.com\/News\/2020\/12\/17\/deb-haaland-tapped-for-cabinet-by-president-elect-joe-biden\/>nomination to be Secretary of the Interior<\/a>. Joe Manchin<\/a> (D-West Virginia), the chairman of the legislative committee, set the tone for the <a href=https:\/\/indianz.com\/News\/2021\/03\/04\/senate-committee-on-energy-and-natural-resources-business-meeting-nomination-and-subcommittee-assignments\/>business meeting in the nation&#8217;s capital<\/a>.\r\n<p><\/p>\r\n&#8220;It is long past time to give a Native American woman a seat at the Cabinet table,&#8221; said Manchin.\r\n<p><\/p>\r\nBut the actual outcome of the committee&#8217;s vote wasn&#8217;t fully known until a key Republican spoke in support of Haaland. <a href=\"https:\/\/www.murkowski.senate.gov\/\">Sen. Lisa Murkowski<\/a> (R-Alaska) said she heard the voices of  <a href=\"https:\/\/en.wikipedia.org\/wiki\/Alaska_Natives\">Alaska Natives<\/a> who want to see a Native person serve at the highest levels of the U.S. government.\r\n<p><\/p>\r\nNative people in Alaska, Murkowski said, are &#8220;enormously proud to have a Native American nominated to this position.&#8221;\r\n<P><\/p>\r\n<div class=\"embed-responsive embed-responsive-16by9\">\r\n                <iframe class=\"embed-responsive-item\"\r\n                    src=\"https:\/\/www.senate.gov\/isvp\/?type=live&amp;comm=energy&amp;filename=energy030421&amp;auto_play=false&amp;amp;wmode=opaque\"\r\n                    \r\n                    frameborder=\"0\">\r\n                <\/iframe>\r\n            <\/div>\r\n<figcaption class=\"figure-caption\">Senate Energy and Natural Resources Committee: <a href=https:\/\/www.energy.senate.gov\/live-webcast>Business  meeting to   consider the nomination of the Honorable Debra Haaland to be the Secretary of the Interior &#8211; March 4, 2021<\/a>  <\/figcaption>\r\n<P><\/p>\r\nEvery other Republican, however, voted against Haaland to be Secretary of the Interior. The opponents included <a href=\"https:\/\/www.barrasso.senate.gov\/\">Sen. John Barrasso<\/a> (R-Wyoming), <a href=\"https:\/\/www.daines.senate.gov\/\">Sen. Steve Daines<\/a> (R-Montana) and <a href=\"https:\/\/www.lankford.senate.gov\/\">Sen. James Lankford<\/a> (R-Oklahoma), who come from states with significant Indian Country populations.\r\n<p><\/p>\r\nBarrasso, who is the <a href=\"https:\/\/www.energy.senate.gov\/ranking-member\">highest-ranking Republican<\/a> on the committee, once again characterized Haaland&#8217;s well-known   views on  &#8220;radical&#8221; and reiterated his opposition to her being confirmed to a position that plays a significant role in setting policy on energy development and management of public lands.\r\n<P><\/p>\r\n&#8220;I cannot support her nomination,&#8221; said Barrasso, who previously served as chairman of the Senate Committee on Indian Affairs.\r\n<p><\/p>\r\nBut with  Democrats in control of the committee, other members highlighted the unusual manner in which Haaland was treated at her  two-day confirmation hearing last week. <a href=\"https:\/\/www.cantwell.senate.gov\/\">Sen. Maria Cantwell<\/a> (D-Washington), who was the first woman to chair the <a href=https:\/\/indian.senate.gov\/>Senate Committee on Indian Affairs<\/a>, said every question was answered amid seemingly apparent attempts at badgering from Republicans.\r\n<P><\/p>\r\n&#8220;This is a historic day and I urge my colleagues to vote yes,&#8221; said Cantwell.\r\n<p><\/p><div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\n<a href=\"https:\/\/www.heinrich.senate.gov\/\">Sen. Martin Heinrich<\/a> (D-New Mexico), who introduced Haaland on the opening day of the confirmation hearing last Tuesday, also spoke out. He said he was &#8220;disappointed&#8221; in the way Republicans acted during a proceeding that has been closely watched in Indian Country.\r\n<P><\/p>\r\nHeinrich said Republicans were wrong to characterize Haaland&#8217;s views as  &#8220;radical&#8221; and &#8220;extreme.&#8221; He said the &#8220;tenor of the discussion&#8221; hasn&#8217;t been productive so far in the 117th Congress.\r\n<P><\/p>\r\n&#8220;I&#8217;ve never used those terms, because we have to get a  lot of work  done on this committee,&#8221; said Heinrich, who pointed out that he voted in favor of  two   <a href=https:\/\/www.heinrich.senate.gov\/press-releases\/heinrich-supports-confirmation-of-ryan-zinke-for-interior-secretary-highlights-importance-of-keeping-public-lands-public>Secretary nominees<\/a> from the most recent <a href=https:\/\/www.heinrich.senate.gov\/press-releases\/heinrich-secures-commitments-from-interior-secretary-to-protect-chaco-canyon>Republican presidential  administration<\/a>.\r\n<p><\/p>\r\n&#8220;I can tell you that Congresswoman Haaland&#8217;s views in the Congress quite accurately represent the views of most of   my fellow neighbors,&#8221; said Heinrich, who lives in the <a href=\"https:\/\/en.wikipedia.org\/wiki\/New_Mexico%27s_1st_congressional_district\">1st Congressional District in New Mexico<\/a>, to which Haaland has been elected to serve twice.\r\n<P><\/p>\r\n&#8220;She has always shown the ability to work with people of very different views,&#8221;   Heinrich said of Haaland&#8217;s bipartisan and consensus building approach to a wide range of issues, one which enabled her to see an unprecedented number of <a href=https:\/\/indianz.com\/News\/2020\/12\/21\/deb-haaland-legislation-introduced-in-116th-congress\/>bills enacted into law<\/a> with the support of Republicans.\r\n<p><\/p>\r\nDespite Haaland&#8217;s cooperative efforts, Republicans are planning to obstruct her nomination now that it is headed to the floor of the <a href=https:\/\/www.senate.gov\/>U.S. Senate<\/a>. Barrasso and Daines in particular have said they are going to encourage fellow GOP lawmakers to vote against the nomination.\r\n<P><\/P>\r\n\u201cRep. Haaland has made it clear that she will not be able to separate her radical views and ideological agenda from what\u2019s best for Montana and the West,\u201d <a href=https:\/\/www.daines.senate.gov\/news\/press-releases\/daines-votes-no-on-haaland-for-interior-urges-colleagues-to-oppose-nomination-during-full-senate-vote->Daines  said<\/a> on Thursday. \u201cI urge all of my colleagues, especially from Western states, to oppose her nomination if and when it comes up for a vote by the full Senate.\u201d \r\n<P><\/P>\r\nBut other than Barrasso, who opposes Haaland,  and Murkowski, who is supporting the nomination, no other Republicans spoke during the business meeting.\r\n<p><\/p>\r\n<div class=\" content_cards_card content_cards_domain_twitter-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/twitter.com\/NCAI1944\/status\/1367508923851431939\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/plugins\/content-cards\/skins\/default\/content-cards-placeholder.png\" alt=\"X \/ ?\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/twitter.com\/NCAI1944\/status\/1367508923851431939\">\n\t\t\tX \/ ?\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/twitter.com\/NCAI1944\/status\/1367508923851431939\">\n\t\t\t\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/abs.twimg.com\/favicons\/twitter.3.ico\" alt=\"twitter.com\" class=\"content_cards_favicon\"\/>\t\ttwitter.com\t<\/div>\n<\/div>\r\n<P><\/P>\r\n\u201cToday\u2019s vote takes us one step closer to Congresswoman Haaland\u2019s historic confirmation,\u201d       President Fawn Sharp of the <a href=https:\/\/www.ncai.org\/>National Congress of American Indians<\/a>, the largest inter-tribal advocacy organization in the U.S., said in a <a href=https:\/\/www.ncai.org\/news\/articles\/2021\/03\/04\/congresswoman-debra-haaland-on-the-verge-of-making-history-as-secretary-of-interior>statement after the vote<\/a>. \u201cIt is fitting that while we celebrate Women\u2019s History Month, Deb Haaland is poised to make it.\u201d \r\n<P><\/p>\r\n \u201cWe need Congresswoman Haaland on the job without delay,\u201d added Sharp, who also serves as president of the <a href=http:\/\/www.quinaultindiannation.com\/>Quinault Nation<\/a>, located in Washington state.\r\n<P><\/p>\r\n\u201cThe nation needs her leadership and vision to help lead our response to climate change, to steward our lands and cultural resources, and to ensure that across the federal government, the United States lives up to its trust and treaty obligations to tribal nations and our citizens,\u201d Sharp concluded.\r\n<p><\/p>\r\nTribes and their advocates have been paying close attention to the confirmation process. Though many reacted negatively to the way Haaland was treated, particularly by Barrasso who at one point raised his voice at her, they are confident the final Senate vote will be bipartisan.\r\n<P><\/P>\r\n\u201cAt the end of the day, Deb has the votes,\u201d Holly Cook Macarro, a citizen of the Red Lake Nation, said during an Indianz.Com broadcast on <a href=https:\/\/www.joinclubhouse.com\/>Clubhouse<\/a>, an audio-based platform, last Friday. In addition to  Murkowski, <a href=https:\/\/www.collins.senate.gov\/>Sen. Mitt Romney<\/a> (R-Utah) and <a href=\"https:\/\/www.wicker.senate.gov\/\">Sen. Roger Wicker<\/a> (R-Mississippi) as possible Republican  crossovers for Haaland&#8217;s nomination as Secretary of the Interior.  Both have been voting in favor of most of President Joe Biden&#8217;s nominees, Cook Macarro pointed out\r\n<p><\/p>\r\nRomney has been of particular interest because he has supported the <a href=https:\/\/www.navajo-nsn.gov\/>Navajo Nation<\/a> in the tribe&#8217;s water rights settlement. A potion of the reservation, which is the largest in the U.S., lies in Utah.\r\n<P><\/P>\r\nBut tribal citizens who have contacted Romney&#8217;s office in recent days are approaching the situation with an open mind, in order to address concerns in Utah about the <a href=\"https:\/\/en.wikipedia.org\/wiki\/Bears_Ears_National_Monument\">Bears Ears National Monument<\/a>. \r\nThe site is of enormous significance to Navajo, Pueblo and other tribes in the Southwest, whose ancestral sites, sacred areas  and burial grounds  are located in the region.\r\n<p><\/p>\r\nIn one of his first actions in office, Biden ordered the Department of the Interior to take another look at restoring the  boundaries of Bears Ears to those supported by tribes when the monument designation was made toward the <a href=https:\/\/indianz.com\/News\/2017\/01\/09\/tribes-celebrate-designation-of-national.asp>end of the Barack Obama administration<\/a>.  \r\n<p><\/p>\r\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\"><p lang=\"en\" dir=\"ltr\">Sen.
