Circuit wrongly ruled in favor of the Confederated Tribes of the Chehalis Reservation and other tribes in September, finding ANCs are not “Indian tribes” under the Coronavirus Aid, Relief and Economic Security, or CARES, Act, which set aside $8 billion in COVID-19 relief for tribal governments.\r\n
