Steve Daines introduced an <a href=https:\/\/www.daines.senate.gov\/news\/press-releases\/daines-to-senate-democrats-on-passage-of-keystone-amendment-amendment-vote-is-great-time-to-cosponsor-my-bill-and-lets-authorize-it->amendment to the Senate\u2019s budget resolution<\/a> signifying support for the project, which was effectively shut down last month when \r\n<a href=\"https:\/\/montanafreepress.org\/2021\/01\/21\/biden-rescinds-keystone-xl-permit\/\">President Joe Biden retracted the cross-border permit<\/a>\r\nhis predecessor issued in 2017.\r\n<p><\/p>\r\n\r\n\r\nThough largely symbolic \u2014 budget resolutions are more about signalling priorities than making law \u2014 it was notable when the Daines measure, \r\n<a href=\"https:\/\/www.congress.gov\/amendment\/117th-congress\/senate-amendment\/678\">Amendment 678<\/a>\r\nto \r\n<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-concurrent-resolution\/5\">Continuing Resolution 5<\/a>, narrowly passed with affirmative votes from just two Democratic senators: Montana\u2019s Jon Tester and West Virginia lawmaker Joe Manchin. In the early hours of Friday morning, Senate Majority Leader Chuck Schumer, D-New York, \r\n<a href=\"https:\/\/www.washingtontimes.com\/news\/2021\/feb\/5\/joe-manchin-jon-tester-vote-kill-pro-keystone-amen\/\">introduced an amendment consolidating many of the previously passed amendments<\/a>\r\nand cleaning up some of the bill language. Daines\u2019 Keystone XL amendment was not included in that measure, which contained a suite of unrelated items.\r\n<p><\/p>\r\nBoth Tester and Manchin voted in favor of the Schumer amendment, which narrowly passed 51-50, with Vice President Kamala Harris casting the tie-breaking vote.\r\n<p><\/p>\r\n\r\nThe Daines camp said Tester and Manchin \u201cflip-flopped\u201d their position on Keystone XL, a project pursued by Canadian company TC Energy to transport tar sands oil from Alberta to the Gulf Coast.<p><\/p>\r\n\r\n\u201cIn the wee hours of the morning, in the most DC swampy way possible, Senate Democrats flip-flopped on their support for American energy and union jobs by killing Senator Daines\u2019 Keystone XL Pipeline amendment and another supporting fracking,\u201d a Daines press release said.<p><\/p>\r\n<div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nTester\u2019s team countered that the Schumer amendment included several important provisions necessary to advance <a href=\/covid19\/>COVID-19 relief<\/a> aid, and that Tester voted in favor of the only measure \u201cdirectly on the Keystone pipeline\u201d \u2014 Daines\u2019 amendment. Tester\u2019s office maintained that his support for the project \u201chas remained steadfast for a decade.\u201d<p><\/p>\r\n\r\n\r\nNow that Continuing Resolution 5 has passed the Senate, \r\n<a href=\"https:\/\/www.wsj.com\/articles\/gop-puts-minimum-wage-school-reopenings-in-covid-aid-spotlight-11612467876\">it will go to the House<\/a>. Once the budget resolution has made it through both chambers, lawmakers can move forward with crafting the substance of a $1.9 trillion COVID relief package.\r\n<p><\/p>\r\n\r\n\r\nDaines is now at work on another piece of legislation pertaining to the project, \r\n<a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/senate-bill\/171\/committees?r=1&amp;s=7\">Senate Bill 171, a Bill to Authorize the Keystone XL Pipeline<\/a>. It\u2019s being co-sponsored by 14 GOP senators and has been referred to the Senate Energy and Natural Resources Committee.\r\n<p><\/p>\r\n<HR><EM>\r\nBillings native Amanda Eggert covers environmental issues for MTFP.
