Alex Padilla (D-California)<\/a>\r\n<\/figcaption>\r\n<div class=\"h3-responsive font-weight-bold\">Tribal homelands bill on agenda as 118th Congress comes to a close<\/div>\r\n<div class=\"date\">Tuesday, December 17, 2024<\/div>\r\n<div class=\"byline\">By Acee Agoyo<\/div>\r\n<div class=\"source\">Indianz.Com<\/div>\r\n<p><\/p>\r\nAnother Indian Country bill is up for consideration in the <a href=https:\/\/www.house.gov\/>U.S. House of Representatives<\/a> as the 118th Congress comes to a close.\r\n<p><\/p>\r\n<a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/3857\">S.3857<\/a>, the Jamul Indian Village Land Transfer Act, authorizes the acquisition of about 172 acres in trust for the <a href=https:\/\/jamulindianvillage.com>Jamul Indian Village<\/a>. The once landless tribe would finally be able to expand its homelands in southern California if the bipartisan bill becomes law.\r\n<p><\/p>\r\n&#8220;For the Jamul people, what was once over 640 acres of ancestral lands \r\nhas diminished to just six  acres &#8212; one of the smallest reservations in the \r\ncountry,&#8221; <a href=\"https:\/\/www.padilla.senate.gov\/\">Sen. Once the House takes action, the bill can be sent to President Joe Biden for his signature.\r\n<p><\/p>\r\n&#8220;The Kumeyaay Indians, including the Jamul Band, were landless for \r\ndecade after decade after decade,&#8221; said  <a href=\"https:\/\/issa.house.gov\/\">Rep. Darrell Issa<\/a> (R-California), the sponsor of the House version of the bill, known as <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/6443\">H.R.6443<\/a>.\r\n<p><\/p>\r\n &#8220;In fact, if not for the generosity of  one landowner who allowed some of the Jamul Indians to get the six acres that they originally placed in trust, they might still be landless,&#8221; Issa said  when his bill cleared the House by a voice vote on <a href=https:\/\/www.congress.gov\/congressional-record\/volume-170\/issue-60\/house-section\/article\/H2154-1>April 9<\/a>.\r\n<P><\/P>\r\nS.3857, however, contains new  language regarding the possible acquisition of another 1.1 acres in trust for the tribe. So the House is taking up Padilla&#8217;s bill on Tuesday, according to the <a href=https:\/\/www.majorityleader.gov\/schedule\/default.aspx>House Majority Leader&#8217;s calendar<\/a>.\r\n<p><\/p>\r\n<div class=\" content_cards_card content_cards_domain_indianz-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/indianz.com\/News\/2024\/12\/13\/were-not-done-indian-country-legislation-crawls-through-congress\/\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/04\/15\/whitehousetribalnationssummit-1.jpg\" alt=\"\u2018We\u2019re not done\u2019: Indian Country legislation crawls through Congress\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/indianz.com\/News\/2024\/12\/13\/were-not-done-indian-country-legislation-crawls-through-congress\/\">\n\t\t\t\u2018We\u2019re not done\u2019: Indian Country legislation crawls through Congress\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/indianz.com\/News\/2024\/12\/13\/were-not-done-indian-country-legislation-crawls-through-congress\/\">\n\t\t\t<p>Another batch of Indian Country bills is making its way through the 118th Congress, with only about a week left for tribal nations to see success.<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/www.indianz.com\/favicon.ico\" alt=\"Indianz.Com\" class=\"content_cards_favicon\"\/>\t\tIndianz.Com\t<\/div>\n<\/div>\r\n<P><\/P>\r\nS.3857 wasn&#8217;t initially on the House Majority Leader&#8217;s calendar when the schedule was made public on Friday. The bill was added to the agenda at 8:13pm on Monday, <a href=https:\/\/docs.house.gov\/floor\/>according to the latest schedule<\/a>.\r\n<P><\/P>\r\nAlong with S.3857, the House is scheduled to consider two other Indian Country bills on Tuesday. They are:\r\n<P><\/p>\r\n&#8226; <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/5355\">S.5355<\/a>, the <a href=https:\/\/indianz.com\/News\/2024\/12\/04\/video-s-5355-the-national-advisory-council-on-indian-education-improvement-act\/>NACIE Improvement Act<\/a>. The bipartisan measure ensures that the <a href=\"https:\/\/www.ed.gov\/about\/ed-offices\/oese\/oie\/national-advisory-council-on-indian-education--oie-nacie\">National Advisory Council on Indian Education<\/a>, also known as NACIE, contains at least one member who is a leader of a tribal college or university. \r\n<P><\/P>\r\n&#8226; <a href=https:\/\/www.congress.gov\/bill\/118th-congress\/house-bill\/1101>H.R.1101<\/a>, the Lumbee Fairness Act. The bill extends federal recognition to the <a href=https:\/\/www.lumbeetribe.com>Lumbee Tribe<\/a> in North Carolina.\r\n<P><\/p>\r\nAll three bills are being considered under a suspension of the rules, meaning they can pass by a simple voice vote in the House. The process is typically used for measures that are bipartisan in nature and are considered non-controversial.\r\n<P><\/P>\r\nHowever, lawmakers can still ask for a recorded vote on any of the bills. S.5355, H.R.1101 and S.5355 will be considered throughout the day.\r\n<P><\/P>\r\nThe House is scheduled to start considering legislative business   at 12pm Eastern. The House session  can be viewed on <a href=https:\/\/live.house.gov\/>live.house.gov<\/a> or on <a href=https:\/\/www.c-span.org\/congress\/?chamber=house>C-SPAN<\/a>.\r\n<P><\/P>\r\nThe 118th Congress is due to wrap up by the end of the week. Lawmakers in both chambers are facing a December 20 deadline to fund the federal government or risk a shutdown that could have dramatic impacts on the trust and treaty obligations owed to tribal nations.\r\n<P><\/P>\r\nAny Indian Country bills that do not make it over the finish line would have to be introduced in the 119th Congress, which is scheduled to begin on January 3,
