Hate crimes in Arizona bounced back in 2019 after a sharp drop the year before, and advocates say they fear the numbers are only going to continue to rise when the tumult of 2020 is reported.<P><\/P>\r\n\r\nDespite a steep increase from the 173 hate crimes recorded in Arizona \r\n<a href=\"https:\/\/ucr.fbi.gov\/hate-crime\/2018\/tables\/table-13-state-cuts\/arizona.xls\">in 2018,<\/a>\r\nthe state&#8217;s 217 \r\n<a href=\"https:\/\/ucr.fbi.gov\/hate-crime\/2019\/tables\/table-13-state-cuts\/arizona.xls\">hate crimes in 2019<\/a>\r\nwere just below average for the past decade, according to data from the FBI&#8217;s Uniform Crime Report.\r\n<P><\/P>\r\n\r\nBut advocates note that the latest FBI numbers do not include events from 2020, including Black Lives Matter protests and the <a href=\/covid19\/>COVID-19 pandemic<\/a>, which led to reports of anti-Asian violence for what President Donald Trump repeatedly called the &#8220;Wuhan virus.&#8221; These numbers are likely to surge again when 2020 results are reported next year, they said.\r\n<P><\/P>\r\n\u201cWe have seen a surge in hate crimes and hate incidents against Asian Americans in connection with COVID-19, our community is being wrongly blamed,\u201d said Marita Etcuba\u00f1ez, director of strategic initiatives for Asian Americans Advancing Justice. \u201cThe numbers we just got (from the FBI) are for 2019, so none of the COVID-19 data will have been captured in the numbers just released.\u201d<P><\/P>\r\n<div class=\"infogram-embed\" data-id=\"821c4ba6-8756-453e-9f30-62fb1f3014c3\" data-type=\"interactive\" data-title=\"AZ hate crimes 2019\"><\/div><script>!function(e,i,n,s){var t=\"InfogramEmbeds\",d=e.getElementsByTagName(\"script\")[0];if(window[t]&&window[t].initialized)window[t].process&&window[t].process();else if(!e.getElementById(n)){var o=e.createElement(\"script\");o.async=1,o.id=n,o.src=\"https:\/\/e.infogram.com\/js\/dist\/embed-loader-min.js\",d.parentNode.insertBefore(o,d)}}(document,0,\"infogram-async\");<\/script>\r\nAnd none of the Black Lives Matter protests that followed the police killing of George Floyd in Minneapolis are captured in the 2019 numbers either, said Lecia Brooks, chief of staff at the Southern Poverty Law Center.<P><\/P>\r\n&#8220;We&#8217;re kind of still in the midst of this racial reckoning that the country\u2019s been going through, recognizing that systemic racism and anti-Black racism is real,&#8221; Brooks said.<P><\/P> \r\nAccording to the FBI, \r\n<a href=\"https:\/\/www.fbi.gov\/investigate\/civil-rights\/hate-crimes\">a hate crime<\/a>\r\nis &#8220;criminal offense against a person or property motivated in whole or in part by an offender\u2019s bias against a race, religion, disability, sexual orientation, ethnicity, gender, or gender identity.&#8221;\r\n<P><\/P>\r\nCrimes motivated by race, ethnicity, and ancestry continued to make up the bulk of hate crimes in Arizona in 2019, accounting for 143 of the total 217 incidents reported. While that was not the highest number of racially motivated hate crimes in a year, it was the highest percentage of the total in the past decade.<P><\/P>\r\nReligion was the second most-frequent reason for a hate crime, with 36 reported crimes, ahead of the 30 crimes motivated by the victim&#8217;s sexual orientation. That is a shift from earlier years, when sexual orientation is typically the second biggest category of hate crime in Arizona.<P><\/P>\r\n\r\nThe most hate crimes recorded in the past 10 years was \r\n<a href=\"https:\/\/ucr.fbi.gov\/hate-crime\/2017\/tables\/table-13-state-cuts\/arizona.xls\">in 2017, when 288<\/a>\r\nwere reported. More than 15,500 law enforcement agencies submitted data. https:\/\/t.co\/p08EprguSv https:\/\/t.co\/JLdqExGi8M<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/twitter.com\/favicon.ico\" alt=\"X (formerly Twitter)\" class=\"content_cards_favicon\"\/>\t\tX (formerly Twitter)\t<\/div>\n<\/div>\r\n<P><\/p>\r\nNationally, hate crimes rose by 2.72% from \r\n<a href=\"https:\/\/ucr.fbi.gov\/hate-crime\/2018\/topic-pages\/tables\/table-1.xls\">7,120 in 2018<\/a>\r\nto \r\n<a href=\"https:\/\/ucr.fbi.gov\/hate-crime\/2019\/topic-pages\/tables\/table-1.xls\">7,314 in 2019.<\/a>\r\nAs in Arizona, race-based crimes made up the bulk of the national numbers. Brooks said the vast majority of these crimes were directed at Blacks, while hate crimes against Latinos continued to rise.\r\n<P><\/P>\r\n&#8220;This is the fourth consecutive year that there&#8217;s been an increase on hate crimes against Latinos, so that right there is pause for concern,&#8221; said Carlos Galindo-Elvira, director of community engagement and partnerships for Chicanos Por La Causa in Arizona.<P><\/P>\r\n\r\nPhoenix&#8217;s 159 reported hate crimes was the most in the state in 2019, followed by Tucson with 16. Of the 17 police departments participating, six reported just one hate crime last year, while Glendale, Apache Junction and Mesa each reported several incidents.<P><\/P>\r\nWhen asked about the rise in hate crimes, the Phoenix Police Department responded with a statement that the department is working to \u201censure the safety\u201d for everyone in the city.<P><\/P>\r\n&#8220;Bias-related crimes affect not only the security of our community members but more importantly the trust within that community,&#8221; said a statement from Sgt. Tammy Gillies, interim regional director of the Anti-Defamation League in Arizona, said that hate crimes traditionally tend to be underreported, and Etcuba\u00f1ez agreed.<P><\/P>\r\n&#8220;There are a range of reasons why people would not want to contact law enforcement at all,&#8221; Etcuba\u00f1ez said, such as their immigration status or ability to speak English. &#8220;Contacting law enforcement is not going to be something that everyone is comfortable with or willing to do.&#8221;<P><\/P>\r\n\r\nGalindo-Elvira said that the FBI report may not represent every hate crime that occurred in 2019, because the police &#8211; or even the victim &#8211; may not always see a bias motivation behind an attack. Without that, he said, &#8220;an assault can only be viewed as an assault.&#8221;<P><\/P>\r\n&#8220;Those are only the reported hate crimes, so we know that there have to be more that have happened across the spectrum,&#8221; he said.<P><\/P>\r\nBrooks said there &#8220;needs to be better training of law enforcement with respect to what is a hate crime, what do you look for, how do you investigate it and, more importantly, how do you support people in your community.&#8221;<P><\/P>\r\n<div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nData in the Uniform Crime Reporting Program is self-reported by police departments, not all of whom participate.
