The death, and others in Billings, have led to calls for outside investigations of the department&#8217;s use of deadly force and other policy changes.<\/div>\r\n<div class=\"date\">Wednesday, January 6, 2021<\/div>\r\n<div class=\"byline\">By Chris Aadland<\/div>\r\n<DIV class=\"source\">Montana Free Press<\/DIV>\r\n<DIV class=\"source-website\"><A \r\nhref=\"https:\/\/montanafreepress.org\/\">montanafreepress.org<\/A><\/DIV>\r\n<P><\/P>\r\nBOX ELDER \u2014 Wearing shirts with Coleman Stump\u2019s picture and carrying banners and signs, dozens of people gathered on a warm, windy Saturday afternoon for a short march to call for changes to police department practices after Billings police killed the Chippewa Cree man in October.\u00a0<p><\/p>\r\n\r\nThe 50 or so people who gathered December 19 to march about a half-mile down the road to a school and back used the event to remember Coleman Stump as a father and sibling. They also hoped to illustrate what they described as larger problems within the Billings department regarding the frequency of police shootings and the department\u2019s protocols for investigating those incidents.\u00a0<p><\/p>\r\n\r\n\u201cLet\u2019s get some transparency in these departments,\u201d said one of Stump\u2019s sisters, Tasheena Duran, during Saturday\u2019s event. \u201cLet\u2019s get something done.\u201d<p><\/p>\r\n\r\n\r\nBillings Police Department officers \r\n<a href=\"https:\/\/billingsgazette.com\/news\/local\/crime-and-courts\/armed-man-killed-by-billings-police-idd-by-coroner\/article_d24b8779-1a5c-591a-8928-ffeac0123d97.html\">shot and killed Stump<\/a>, of Box Elder, on the night of October 12 after responding to a call about suspicious activity.\u00a0\r\n<p><\/p>\r\n<div class=\" content_cards_card content_cards_domain_www-facebook-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/www.facebook.com\/105095351403407\/videos\/3764614993605556\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/07\/17\/130716616_3764628243604231_5111477936575028340_n.jpg\" alt=\"6.6K views \u00b7 58 reactions | video documenting my Cole Stump case | Justice For Cole Stump\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/www.facebook.com\/105095351403407\/videos\/3764614993605556\">\n\t\t\t6.6K views \u00b7 58 reactions | video documenting my Cole Stump case | Justice For Cole Stump\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/www.facebook.com\/105095351403407\/videos\/3764614993605556\">\n\t\t\t<p>video documenting my Cole Stump case<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/static.xx.fbcdn.net\/rsrc.php\/y1\/r\/ay1hV6OlegS.ico\" alt=\"www.facebook.com\" class=\"content_cards_favicon\"\/>\t\twww.facebook.com\t<\/div>\n<\/div>\r\n<figcaption class=\"figure-caption\">Video: <a href=https:\/\/www.facebook.com\/105095351403407\/videos\/3764614993605556>Justice for Coleman Stump<\/a>\r\n<\/figcaption>\r\n<p><\/p>\r\n\r\nThe shooting \r\n<a href=\"https:\/\/billingsgazette.com\/news\/local\/chippewa-cree-chairman-says-native-american-deaths-by-police-alarming-department-responds\/article_b1864dbe-a259-5896-9e8c-efb8d0be69ef.html\">has led to calls for change from tribal leaders<\/a>\r\nand advocacy organizations including Indian People\u2019s Action, and for a federal \r\n<a href=\"https:\/\/www.ipetitions.com\/petition\/billings-montana-residents-call-on-the-doj-to\">investigation into the department\u2019s use of deadly force<\/a>\r\nagainst people of color.\u00a0\r\n<p><\/p>\r\n\r\nFamily members and friends on Saturday continued those calls, saying they hope Stump\u2019s death will draw attention to the department and lead to changes that could increase confidence among victims\u2019 families that such incidents will be properly investigated. For example, the department could implement a policy requiring that investigations of officers who use deadly force be conducted by an outside agency, said Vina Stump, Tasheena Duran and Coleman Stump\u2019s mother.\u00a0<p><\/p>\r\n\r\n\r\nMontana doesn\u2019t require investigations by outside agencies for on-duty shooting, and Billings, \r\n<a href=\"https:\/\/billingsgazette.com\/news\/state-and-regional\/crime-and-courts\/in-billings-theres-no-policy-requiring-police-involved-shootings-be-investigated-by-another-agency\/article_74a9fb17-78e3-519b-b690-12e9ef5a8b6e.html\">alone among police departments in Montana\u2019s seven largest cities<\/a>, doesn\u2019t have a policy mandating an outside investigation. The Billings department does forward its internal investigation findings to the Montana Department of Justice for review, and it has occasionally requested that outside agencies like the Yellowstone County Sheriff\u2019s Office conduct investigations of deadly force incidents.\u00a0\r\n<p><\/p>\r\n\r\n\r\nThe day after the shooting, \r\n<a href=\"https:\/\/www.facebook.com\/watch\/live\/?v=758362041408112\">Billings Police Chief Rich St. John said four officers had responded<\/a>\r\nto a call reporting suspicious activity on the night of October 12, and that the officers attempted to detain and question three people, including Stump. St. John said Stump refused to cooperate with officers and \u201ca physical altercation took place,\u201d which led to the officers\u2019 unsuccessful attempt to subdue Stump with a stun gun. Brandon Wooley didn\u2019t respond to requests for comment, but \r\n<a href=\"https:\/\/billingsgazette.com\/news\/local\/chippewa-cree-chairman-says-native-american-deaths-by-police-alarming-department-responds\/article_b1864dbe-a259-5896-9e8c-efb8d0be69ef.html\">previously told the Billings Gazette<\/a>\r\nthat the department\u2019s officers don\u2019t consider race when using force. Wooley highlighted 2019 arrest and use-of-force data showing that Native Americans comprised 28% of the department\u2019s arrests and 27% of its use-of-force incidents. African Americans were involved in 8% of the department\u2019s arrests and 5% of its use-of-force incidents. St. John said this summer that the department is placing a greater emphasis on de-escalation training to prevent use of force.\u00a0\r\n<p><\/p>\r\n\r\nWhile Native Americans account for a disproportionate number of arrests in Billings, Wooley said, that trend is mirrored in the criminal justice system statewide, and is not limited to Billings.\u00a0<p><\/p>\r\n\r\nIn response to questions from Montana Free Press, acting U.S. Attorney Leif Johnson said his office has received an investigation request from Indian People\u2019s Action, but otherwise did not comment on the case.\u00a0<p><\/p>\r\n\r\n\u201cThe request has been forwarded to the proper U. S. Department of Justice components,\u201d he said. \u201cIn accordance with Department of Justice policy, we cannot confirm or deny the existence of a federal investigation at this time.\u201d<p><\/p>\r\n<div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\n\r\nA \r\n<a href=\"https:\/\/leg.mt.gov\/bills\/1997\/mca\/46\/4\/46-4-201.htm\">state-mandated coroner\u2019s inquest<\/a>\r\nwill examine the case after the police department\u2019s investigation of Stump\u2019s death is complete. Jurors in those proceedings hear evidence and determine whether to recommend that a county attorney pursue charges against an officer who used deadly force on duty.\u00a0\r\n<p><\/p>\r\n\r\n\r\nStump, who was 29 when he died, was a father of five and one of six siblings. Pictures on a \r\n<a href=\"https:\/\/www.facebook.com\/justice4coleman\/\">\u201cJustice for Coleman Stump\u201d Facebook page<\/a>\r\nshow him riding horses, posing with family members and attending a rodeo. Duran said he was an easygoing person with a talent for lightening the mood.\u00a0\r\n<p><\/p>\r\n\r\n\u201cHe was funny,\u201d she said. \u201cNo matter the situation, he would sit there and make jokes out of it.\u201d\u00a0<p><\/p>\r\n\r\n\r\n\r\nFamily members said they are skeptical of the story presented by police, and are anxious for the coroner\u2019s inquest. They also said that becoming aware of the rates at which Billings police have used deadly force in recent years \u2014 \r\n<a href=\"https:\/\/billingsgazette.com\/news\/state-and-regional\/crime-and-courts\/billings-has-one-of-the-highest-rates-in-the-nation-for-fatal-officer-involved-shootings\/article_3ef90049-b836-5364-9e04-b4c38975e3ce.html\">among the highest in the country<\/a>\r\n\u2014 and how the department investigates its own officers prompted them to begin advocating for changes.\r\n<p><\/p>\r\n\r\nVina Stump said she hopes Saturday\u2019s event will show younger generations the value of speaking up and pushing for change.\u00a0<p><\/p>\r\n\r\n\u201cOur children are going to grow up and be leaders of this reservation, of different parts of the land,\u201d she said. \u201cThey should be taught to be smart, learn something, and get something going, for all of our people.\u201d<p><\/p>\r\n\r\n<div class=\" content_cards_card content_cards_domain_www-facebook-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/www.facebook.com\/justice4coleman\/photos\/a.124564399456502\/155326929713582\/\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/plugins\/content-cards\/skins\/default\/content-cards-placeholder.png\" alt=\"Facebook\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/www.facebook.com\/justice4coleman\/photos\/a.124564399456502\/155326929713582\/\">\n\t\t\tFacebook\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/www.facebook.com\/justice4coleman\/photos\/a.124564399456502\/155326929713582\/\">\n\t\t\t\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/static.xx.fbcdn.net\/rsrc.php\/y1\/r\/ay1hV6OlegS.ico\" alt=\"www.facebook.com\" class=\"content_cards_favicon\"\/>\t\twww.facebook.com\t<\/div>\n<\/div>\r\n<p><\/p>\r\nDuran said she hopes that publicly pressing the department could lead to broader changes, like a state law that would require outside agencies to investigate officers when they kill someone while on duty. Though Montana isn\u2019t alone in not requiring outside investigations of officers\u2019 use of deadly force, some states, including \r\n<a href=\"https:\/\/www.majorcitieschiefs.com\/pdf\/news\/ois_fiinal_report_9_27_18.pdf\">Utah and Wisconsin<\/a>, do require that investigations be conducted by outside agencies.\u00a0\r\n<p><\/p>\r\n\r\nSuch a law, Duran said, would be a good way to honor her brother. For now, she\u2019ll settle for raising awareness and advocating practices and policies, including universal body camera usage, that she said could help prevent fatal encounters with police.\u00a0<p><\/p>\r\n\r\n\u201cThere\u2019s nothing we can do that is going to change what happened \u2026 but if it saves one more person\u2019s life, that matters,\u201d Duran said. \u201cEven just opening people\u2019s eyes, I\u2019ll take that.\u201d<p><\/p>\r\n\r\n<HR><EM> Chris Aadland covers tribal affairs in Montana as a Report for America corps member based in Billings.
