But the achievement didn&#8217;t come without chaos, courtesy of the current occupant of the White House.\r\n<P><\/P>\r\nThe massive <a href=https:\/\/indianz.com\/News\/2020\/12\/21\/congress-reaches-agreement-on-covid-19-relief-and-federal-funding\/>COVID-19 and federal funding bill<\/a> that became law on Sunday includes a three-year authorization for the <a href=\"https:\/\/www.ihs.gov\/sdpi\/\">Special Diabetes Program for Indians<\/a> (SDPI). The extension is the longest on record since 2010.\r\n<P><\/P>\r\n\u201cThe program has improved the quality of life for many and saved many lives,\u201d <a href=\"https:\/\/twitter.com\/NNPrezNez\">President Jonathan Nez<\/a> of the <a href=https:\/\/www.navajo-nsn.gov\/>Navajo Nation<\/a> said on Monday. \u201cThe three-year reauthorization also provides long-term stability for the program, which is important for long-term planning and strategizing.\u201d\r\n<p><\/p>\r\nBut the 400-plus tribal and urban Indian programs that benefit from the program won&#8217;t be seeing any increases in resources. Lawmakers only set aside $150 million a year for diabetes prevention and treatment grants, an amount that hasn&#8217;t changed since 2004.\r\n<P><\/p>\r\n<figure><img itemprop=image src=https:\/\/indianz.com\/News\/2020\/04\/30\/sdpi.jpg class=\"img-fluid wow fadeIn\"><\/img>\r\n<figcaption class=figure-caption>Special Diabetes Program for Indians: Changing the Course of Diabetes in Indian Country. It comes after Indian Country spent most of the last 10 years pushing Congress to fulfill its trust and treaty responsibilities by reauthorizing the SDPI.\r\n<p><\/p>\r\n\u201cEspecially after a year in which we had six short-term extensions of SDPI &#8212;  a couple of which were only for a day &#8212; seeing three-year stability is definitely a good thing,\u201d Shervin Aazami, the director of Congressional Relations  for the   <a href=https:\/\/www.nihb.org\/>National Indian Health Board<\/a>, said during a <a href=https:\/\/youtu.be\/d0ZM4qnkOFM>tribal leader town hall<\/a> last Tuesday.\r\n<P><\/P>\r\nJust hours later, however, Indian Country&#8217;s progress was threatened by Donald Trump. Still sore after losing the presidential election more than a month prior, the <a href=https:\/\/twitter.com\/indianz\/status\/1341584706941366278>outgoing Republican president threatened to blow up the $900 billion package<\/a> because he said it was filled with \u201cwasteful spending\u201d and didn&#8217;t provide enough in direct payments to American citizens.\r\n<P><\/P>\r\nTrump and his temper tantrum left the country in limbo for days, all during a holiday season already darkened by <a href=\/covid19\/>COVID-19<\/a>, which has impacted American Indians and Alaska Natives at disproportionate rates. He says the bill is filled with &#8220;wasteful spending.&#8221; https:\/\/t.co\/oLDgAnNKRb<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/twitter.com\/favicon.ico\" alt=\"X (formerly Twitter)\" class=\"content_cards_favicon\"\/>\t\tX (formerly Twitter)\t<\/div>\n<\/div>\r\n<p><\/p>\r\nBut as the weekend drew to a close, <a href=https:\/\/www.whitehouse.gov\/briefings-statements\/bill-announcement-122720\/>Trump relented<\/a> and signed <a href=https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/133>H.R.133<\/a> into law on Sunday. Even though he is leaving office in less than month, he said he would <a href=https:\/\/www.whitehouse.gov\/briefings-statements\/statement-from-the-president-122720>send a &#8220;formal rescission request&#8221; to Congress<\/a>, demanding  cuts in federal programs whose funding levels had already been secured by bipartisan agreement.\r\n<P><\/P>\r\nHe also reiterated his call to increase COVID-19 payments to $2,000 per individual, up from $600  provided by H.R.133. Democrats in the <a href=https:\/\/www.house.gov\/>U.S. House of Representatives<\/a> quickly took him up on the offer and <a href=https:\/\/clerk.house.gov\/evs\/2020\/roll252.xml>passed a new bill<\/a> with the higher amount on Monday.\r\n<P><\/p>\r\n\u201cI know what it\u2019s like to struggle to make ends meet and the torture folks feel when deciding which bills to pay and how they\u2019re going to put food on the table,\u201d  <a href=https:\/\/haaland.house.gov\/>Rep. Deb Haaland<\/a> (D-New Mexico),  a citizen of the Pueblo of Laguna  who relied on food stamps while raising her child as a single mother, said in the evening after the vote on H.R.5091, also known as the Caring For Americans With Supplemental Help, or the  <a hhef=https:\/\/www.jct.gov\/publications\/2020\/jcx-25-20\/>CASH Act<\/a>.\r\n<p><\/p>\r\n \u201cWe\u2019ve been fighting for this for months, and finally, the president came around after he blocked negotiations since summer,\u201d added Haaland, who is set to make history as the <a href=https:\/\/indianz.com\/News\/2020\/12\/17\/deb-haaland-tapped-for-cabinet-by-president-elect-joe-biden\/>first Native person<\/a> to lead the <a href=https:\/\/www.doi.gov\/>Department of the  Interior<\/a> for the incoming Joe Biden administration. \r\n<P><\/P>\r\n<div class=\"embed-responsive embed-responsive-16by9\" ><iframe class=\"embed-responsive-item\"   src=\"https:\/\/www.youtube.com\/embed\/aby6n9phq70\" frameborder=\"0\" allow=\"accelerometer; autoplay; encrypted-media; gyroscope; picture-in-picture\" allowfullscreen><\/iframe><\/div>\r\n<figcaption class=\"figure-caption\">\r\n Indian Health Service: <a href=\/m.asp?url=https:\/\/youtu.be\/aby6n9phq70>Changing the Course of Diabetes in Indian Country<\/a>\r\n<\/figcaption>\r\n <p><\/p>\r\n<a href=https:\/\/davids.house.gov\/>Rep. Sharice Davids<\/a> (D-Kansas),  a citizen of the Ho-Chunk Nation, joined nearly every other Democrat in supporting the $2,000 payments. Along with Haaland, she is one of the firs two Native women to serve in Congress.\r\n<P><\/P>\r\n\u201cToday I\u2019m voting to provide $2,000 payments to hardworking families who desperately need help,\u201d <a href=\"https:\/\/twitter.com\/RepDavids\/status\/1343626542207922176\">Davids said<\/a> on social media on Monday. \u201cThough I\u2019m glad the President finally signed the relief bill, it\u2019s still only a first step. These payments now have bipartisan support &#038; it\u2019s time for action in a national crisis.\u201d\r\n<p><\/p>\r\nBut Trump&#8217;s threats didn&#8217;t have much of an effect on his own party. Nearly every Republican in the House  voted against the higher payments &#8212; though <a href=https:\/\/cole.house.gov\/>Rep. Markwayne Mullin<\/a> (R-Oklahoma), a citizen of the Cherokee Nation. In a <a href=\"https:\/\/twitter.com\/RepMullin\/status\/1343647266129719298\">video on social media<\/a>, he said he was \u201cstuck\u201d  in an airport and wasn&#8217;t able to make it to the U.S. Capitol in time for   votes on Monday.\r\n<p><\/p>\r\nMullin, however, insisted that he was \u201cstanding with President Trump\u201d when it came to a different   bill &#8212; one that  funds the U.S. military. He said he would not vote to  override Trump&#8217;s veto of <a href=https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/6395>H.R.6395<\/a>, the National Defense Authorization Act for Fiscal Year 2021, also known as the NDAA.\r\n<p><\/p>\r\n\u201cI apologize about that,\u201d  Mullin said of his absence from the proceedings in Washington, D.C.\r\n<p><\/p>\r\n Mullin, who has been in office since 2012, was left stranded by his own party though.  Trump&#8217;s stance on the military funding bill  failed to sway Republicans, most of whom joined Democrats in <a href=https:\/\/clerk.house.gov\/evs\/2020\/roll253.xml>overriding the president&#8217;s veto<\/a>. It was the first override in Trump&#8217;s first &#8212; and only term &#8212; as president.\r\n<P><\/P>\r\nNot even Cole, who has become increasingly partisan over the course of the 116th session of Congress, could be convinced into standing with Trump. He described the veto as disastrous for America&#8217;s military.\r\n<p><\/p>\r\n \u201cIf Congress does not enact the NDAA for fiscal year 2021, it will cost military families their extra combat and flight pay, effectively giving them an undeserved pay cut for Christmas and shamefully disregarding the selfless sacrifices they daily make to ensure our shared safety and security,\u201d  Cole said in  <a href=https:\/\/cole.house.gov\/media-center\/press-releases\/cole-votes-to-override-ndaa-veto> explaining why he went against Trump<\/a>.\r\n<p><\/p>\r\n<div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nFiscal year 2021 formally started on October 1, so lawmakers were behind schedule when it came to the defense bill, and with the appropriations bills for federal agencies like the <a href=https:\/\/www.ihs.gov\/>Indian Health Service<\/a>, which administers the Special Diabetes Program for Indians. The program   began in 1997 to address <a href=https:\/\/indianz.com\/News\/2020\/04\/30\/new-study-shows-decrease-in-diabetes-pre.asp>disproportionately  high rates of diabetes among tribes and their citizens<\/a>.\r\n<p><\/p>\r\nSince then, the grants provided by the SDPI have resulted in \u201cremarkable progress\u201d in Indian Country, according to the IHS. The agency&#8217;s 2020 <a href=https:\/\/www.ihs.gov\/sdpi\/reports-to-congress\/>report to Congress<\/a> outlines the ways in which 404 programs in tribal and urban Indian communities  have reduced diabetes among American Indians and Alaska Natives.\r\n<P><\/P>\r\n\u201cFor the first time, diabetes prevalence in AI\/AN adults has decreased \u2013 and\r\nhas done so consistently for 4 years, dropping from 15.4 percent in 2013\r\nto 14.6 percent in 2017,\u201d the <a href=https:\/\/www.ihs.gov\/sites\/newsroom\/themes\/responsive2017\/display_objects\/documents\/SDPI2020Report_to_Congress.pdf>report states<\/a>.\r\n\u201cNeither the general United States  population, nor any other U.S. racial\/ethnic group has shown a decrease in prevalence.\u201d\r\n<p><\/p>\r\n\u201cDiabetes-related mortality for AI\/AN people decreased 37 percent from 54.2 per 100,000 in 1999 to 34.4 per 100,000 in 2017,\u201d the report adds.\r\n<P><\/P>\r\n<figure>\r\n<img loading=\"lazy\" decoding=\"async\" width=\"2560\" height=\"1707\" data-attachment-id=\"6220\" data-permalink=\"https:\/\/indianz.com\/News\/2020\/12\/28\/indian-country-finally-sees-action-on-diabetes-program\/ncaiwellnesswalk\/\" data-orig-file=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2020\/12\/29\/ncaiwellnesswalk-scaled.jpg\" data-orig-size=\"2560,1707\" data-comments-opened=\"0\" data-image-title=\"ncaiwellnesswalk\" data-image-description=\"\" data-image-caption=\"\" data-large-file=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2020\/12\/29\/ncaiwellnesswalk-1024x683.jpg\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2020\/12\/29\/ncaiwellnesswalk-scaled.jpg\" alt=\"ncaiwellnesswalk\" class=\"alignnone size-full wp-image-6220\" \/>\r\n<figcaption class=\"figure-caption\">Participants in a health and wellness walk are cheered on during the National Congress of American Indians 76th annual convention in Albuquerque, New Mexico, on October 23, 2019. Many programs incorporate cultural traditions that help ensure the success of diabetes management, treatment and prevention efforts.\r\n<P><\/p>\r\n\u201cThere is no doubt that our program has changed the course of diabetes in the Hopi community,\u201d \r\nChairman Timothy Nuvangyaoma of the <a href=https:\/\/www.hopi-nsn.gov\/>Hopi Tribe<\/a> said at a <a href=https:\/\/indianz.com\/News\/2020\/09\/25\/legislative-hearing-to-receive-testimony-on-s-3126-s-3264-s-3937-s-4079-s-4556\/>Congressional hearing<\/a> in late September.\r\n<p><\/p>\r\nThe positive impact of SDPI grants  made it all that more crucial  to reauthorize the program, especially in the age of COVID-19, when resources are being stretched thin across Indian Country.\r\nShort-term extensions only contributed to   uncertainty, according to advocates. \r\n<P><\/P>\r\n\u201cRoughly 1 in 4 programs have reported delaying essential purchases of medical equipment to treat and monitor diabetes due to funding uncertainty, and nearly half of all programs are experiencing or anticipating cutbacks in the availability of diabetes program services \u2013 all under the backdrop of a pandemic that continues to overwhelm the Indian health system,\u201d a letter signed by the National Indian Health Board, the <a href=https:\/\/www.ncuih.org\/>National Council of Urban Indian Health<\/a> and the <a href=https:\/\/www.ncai.org\/National Congress of American Indians<\/a> said in a joint <a href=https:\/\/www.ncuih.org\/policy_blog?article_id=526>letter to Congress<\/a> earlier this month.\r\n<p><\/p>\r\n<div class=\" content_cards_card content_cards_domain_twitter-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/twitter.com\/SenSanders\/status\/1343742641004048387\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/06\/19\/yxwzhbnk_200x200.jpg\" alt=\"Sen. H.R.5091 still  must    be approved in the    <a href=https:\/\/www.senate.gov\/>U.S. Senate<\/a>, whose Republican leaders are   reluctant to take up Democratic achievements, before the  $2,000 payments  can be sent to Americans.\r\n<p><\/p>\r\nThe Senate also must consider  the NDAA override.  <a href=https:\/\/www.sanders.senate.gov\/>Sen.
