Residents need to prove they have a 50 percent blood quantum to qualify for 99-year lease. \r\n<p><\/p>\r\nThe <a href=\"https:\/\/www.courthousenews.com\/hawaii-man-challenges-native-hawaiian-homestead-program\/\">non-Native plaintiff argues he was denied a lease<\/a> based on an unconstitutional racial preference.
