Save for the names, addresses and contact info, the emails are virtually identical, and all hail from the same domain: \r\n<a href=\"https:\/\/votedaines.com\/\">votedaines.com<\/a>.\r\n<p><\/p>\r\n\r\nAccording to its disclaimer, the site is paid for by U.S. Sen. Steve Daines\u2019 reelection campaign. And the campaign spent a good chunk of late August pushing the link via social media and text messages.\u00a0<p><\/p>\r\n\r\nThe gist from the site\u2019s language is that if visiting voters want to ensure they get a mail ballot in the upcoming general election, they should enter their personal information in a series of boxes.\u00a0<p><\/p>\r\n\r\nFrom there, votedaines.com will automatically generate an email and send it to the appropriate county election office.<p><\/p>\r\n\r\n\u201cAs Montana counties move towards mail-in voting, only active voters will receive ballots automatically,\u201d reads one social media post linking to the site. \u201cRight now, you may NOT receive a ballot. Update your status immediately.\u201d<p><\/p>\r\n\r\n\r\nHowever, visitors to \r\n<a href=\"https:\/\/votedaines.com\/survey\/\">the website\u2019s survey page<\/a>\r\nonly get the opportunity to enter that information if they answer a question first: \u201cDo You Support President Trump?\u201d\r\n<p><\/p>\r\n\r\nIf the user selects \u201cyes,\u201d they\u2019re redirected to the site\u2019s voter status update form.<p><\/p>\r\n\r\nIf the user selects \u201cno,\u201d or \u201cundecided,\u201d they get a simple message thanking them for their feedback and stating that their response \u201chas been recorded.\u201d<p><\/p>\r\n\r\n\u201cOur campaign is looking to identify our supporters and turn them out to vote \u2014 this is what campaigns do,\u201d Daines campaign spokeswoman Julia Doyle said in an email.\u00a0<p><\/p>\r\n\r\n<blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">An absolute honor to be endorsed by the Crow Tribe and to stand with <a href=\"https:\/\/twitter.com\/VP?ref_src=twsrc%5Etfw\">@VP<\/a> as he and <a href=\"https:\/\/twitter.com\/realDonaldTrump?ref_src=twsrc%5Etfw\">@realDonaldTrump<\/a> receive the Crow\u2019s endorsement as well. ?????? <a href=\"https:\/\/t.co\/mCZtA6p2nL\">pic.twitter.com\/mCZtA6p2nL<\/a><\/p>&mdash; Steve Daines (@SteveDaines) <a href=\"https:\/\/twitter.com\/SteveDaines\/status\/1305621722385743873?ref_src=twsrc%5Etfw\">September 14, 2020<\/a><\/blockquote> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\r\n<p><\/p>\r\n \r\n\r\nWhen Yellowstone County Election Administrator Bret Rutherford comes across one of these website-generated messages in his inbox, his response is always the same. He looks up the specific voter in the voter database, then contacts them with one of several canned emails of his own. Sometimes the voter is already listed as active, in which case Rutherford\u2019s reply says they\u2019re good to go. Sometimes their address doesn\u2019t match his records, or they aren\u2019t registered at all, prompting Rutherford to direct them to the official form they have to fill out and submit to make the necessary changes.<p><\/p>\r\n\r\n\u201cI\u2019ve only had a handful of people actually reply to me, so my fear is that people think by submitting that, it\u2019s all they need to do. Which is not the case,\u201d Rutherford said.<p><\/p>\r\n\r\nMissoula County Election Administrator Bradley Seaman confirmed that he, too, has received a few votedaines.com emails since September 1.<p><\/p>\r\n\r\n\r\nThe website\u2019s approach bears a striking resemblance to a brand of third-party mailer that\u2019s become common in federal elections. In 2018, one mailer containing absentee ballot forms \r\n<a href=\"https:\/\/helenair.com\/news\/state-and-regional\/govt-and-politics\/absentee-ballot-mailer-causes-confusion-among-voters-already-signed-up-for-mail-voting\/article_ba34d4c7-26b9-564a-862f-194ea4389e20.html\">distributed by the New American Jobs Fund<\/a>, a union- and conservation-affiliated super PAC, caused confusion when some of the 90,000 recipients statewide realized they were already registered absentee. Another 2018 mailer from the Republican National Committee \r\n<a href=\"https:\/\/billingsgazette.com\/news\/state-and-regional\/govt-and-politics\/montana-mailer-unintentionally-had-bad-absentee-ballot-info-republicans-say\/article_d3f8ac5a-e34b-5fb8-886f-6036a5bcd035.html\">contained incorrect information<\/a>, necessitating follow-up calls and mailers correcting the mistake, as well as a public apology by the RNC.\r\n<p><\/p>\r\n\r\nIn August, county election officials in Montana cited another rash of voter confusion stemming from mailers sent by a group called The Patriots Foundation. The mailers in that case included an absentee ballot form and language encouraging recipients that voting absentee is \u201cfast, easy, and safe!\u201d Nothing about the mailers was illegal. However, Gallatin County Election Manager Casey Hayes did respond with a press release saying his office had been inundated with calls, all of them from mailer recipients who were already set to get absentee ballots in the mail.<p><\/p>\r\n\r\nHayes said the votedaines.com website is \u201cthe new electronic version of that analogue mailer.\u201d\u00a0<p><\/p>\r\n\r\n\u201cI think the votedaines.com stuff was being sent to voters through text, so it\u2019s just another avenue of approach for outside organizations to interact with these voters, Hayes said.\u00a0<p><\/p>\r\n\r\n \r\n\r\nIn light of the impacts the coronavirus pandemic is having on the 2020 general election \u2014 more than two-thirds of the counties in the state have opted to conduct the Nov. 3 election by mail \u2014 election officials and voter rights advocates alike believe it\u2019s more critical than ever for voters to have accurate information. That includes whether the forms they\u2019re filling out are the right ones.<p><\/p>\r\n\r\n\u201cMisleading information, even if well-intentioned, can discourage prospective voters to the point they stop trying,\u201d said Nancy Leifer, president of the League of Women Voters Montana.\u00a0 \u201cMontana law requires voter registration, absentee ballot requests and voting to be done on paper with proper signatures and turned in to your county election office. While this seems old-fashioned, this safeguards our elections against hacking and cyber-attacks. If you see information indicating you can do any of these things online or in any other way, don\u2019t waste your time on them.\u201d<p><\/p>\r\n\r\n\r\nHayes said the best way for voters to ensure that they\u2019re registering to vote or updating their voter information the right way is to simply contact their county elections office and ask. The \r\n<a href=\"https:\/\/app.mt.gov\/voterinfo\/\">My Voter Page<\/a>\r\non the Montana Secretary of State\u2019s website is another reliable resource, as is any official correspondence from local election officials, which typically aren\u2019t glossy, colorful mailers but rather envelopes bearing the offices\u2019 official seal.\r\n<p><\/p>\r\n\r\nFor the most part, Hayes doesn\u2019t take much issue with third-party mailers, provided they don\u2019t contain incorrect information. They often create a \u201ctouchpoint\u201d between his office and voters, an opportunity for people to reach out to him with questions and get the right information, he said. Hayes\u2019 only concern with websites like the votedaines.com site would be if voters disregard or don\u2019t see the subsequent follow-ups from his office.<p><\/p>\r\n\r\n\u201cOur concern is that some folks have used this website thinking that that\u2019s the panacea, that that\u2019s what\u2019s going to fix their problem,\u201d Hayes said. \u201cWe\u2019re just hopeful that they\u2019re looking into their emails to see our responses that say, \u2018Here\u2019s the next step.\u2019 But all in all, any organization that\u2019s going to push voters our way in order to create a more accurate address list and list of voters, we\u2019re going to accept that and we\u2019re going to welcome that, even if it means we\u2019re going to have to do a little more legwork on our side.\u201d<p><\/p>\r\n\r\nAs for the site\u2019s survey directing only avowed Trump supporters to update their voter status? Hayes and Seaman declined to comment.\u00a0Rutherford, though, said he wasn\u2019t a fan.\u00a0<p><\/p>\r\n\r\n\u201cI\u2019ve never seen anything like that,\u201d he said. \u201cI wish everybody was treated uniformly.\u201d<p><\/p>\r\n<HR><EM>Freelance writer Alex Sakariassen has spent the past decade writing long-form narrative stories that spotlight the people, the politics, and the wilds of Montana.
