Photo by Mary Steurer \/ North Dakota Monitor<\/figcaption>\r\n<div class=\"h3-responsive font-weight-bold\">National monument proposed for North Dakota Badlands<\/div>\r\n<div class=\"h5-responsive sub\">Tribal citizens, conservation groups call on Biden to recognize land along Maah Daah Hey Trail<\/div>\r\n<div class=\"date\">Tuesday, December 3, 2024<\/div>\r\n<div class=\"byline\">By Mary Steurer, <a href=\"https:\/\/northdakotamonitor.com\">North Dakota Monitor<\/a> <\/div>\r\n<P><\/P> <p>A group of North Dakota tribal citizens and conservation advocates are calling on President Joe Biden to make roughly 140,000 acres of undeveloped federal land in western North Dakota into a national monument.<\/p><p>The proposed Maah Daah Hey National Monument would preserve land recognized as sacred by members of the Mandan, Hidatsa and Arikara Nation and other Native cultures, advocates said during a November 22 morning press conference at the North Dakota Heritage Center and State Museum.<\/p><p>\u201cMaah Daah Hey\u201d means \u201cgrandfather, long-lasting\u201d in the Mandan language. With its close proximity to President Theodore Roosevelt National Park, the area is popularly remembered for its ties to the former president and cowboy culture. The country should honor Native historical and cultural ties to the land as well, said Michael Barthelemy, director of Native Studies at Nueta, Hidatsa, Sahnish College in New Town.<\/p><p>\u201cWhat we\u2019re proposing, as part of this national monument, is a reorientation around that narrative,\u201d Barthelemy said. \u201cWhen you look at the national parks and you look at the state parks, oftentimes there\u2019s a singular perspective \u2014 as Indigenous people, we kind of play background characters.\u201d<\/p>\r\n<blockquote class=\"twitter-tweet\"><p lang=\"en\" dir=\"ltr\">The proposed Maah Daah Hey National Monument would permanently protect 139,729 acres on 11 nonmotorized backcountry designated areas of the Dakota Prairie Grasslands of western North Dakota.<br><br>Read the proposal at <a href=\"https:\/\/t.co\/8FKWKidF05\">https:\/\/t.co\/8FKWKidF05<\/a> <a href=\"https:\/\/t.co\/KHFbYLVBKh\">pic.twitter.com\/KHFbYLVBKh<\/a><\/p>&mdash; Protect Maah Daah Hey National Monument (@protectmdh) <a href=\"https:\/\/twitter.com\/protectmdh\/status\/1860011681059078189?ref_src=twsrc%5Etfw\">November 22, 2024<\/a><\/blockquote> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\r\n<p>The monument would include 11 different plots of land along the Maah Daah Hey Trail between the north and south units of Theodore Roosevelt National Park.<\/p><p>Badlands Conservation Alliance Executive Director Shannon Straight likened the proposal to \u201cstringing together the pearls of the Badlands.\u201d<\/p><p>The tribal councils of the Mandan, Hidatsa and Arikara Nation, the Spirit Lake Nation and the Standing Rock Sioux Tribe have passed resolutions supporting the creation of the monument.<\/p><p>\u201cIt is important that the Indigenous history of the North Dakota Badlands is formally recognized,\u201d state Rep. Lisa Finley-DeVille, D-Mandaree, said during the presentation. \u201cIf created, the Maah Daah Hey National Monument would also allow Indigenous people to reconnect to our ancestral lands.\u201d<\/p><p>The land is managed by the United States Forest Service. Turning the 11 plots into a national monument would protect them from future development, according to the group\u2019s <a href=\"https:\/\/static1.squarespace.com\/static\/66d752c90ef02c51604b6443\/t\/673b868b604d8878a781c4ec\/1731954325198\/Maah-Daah-Hey-National-Monument-Proposal.pdf\">proposal.<\/a><\/p><p>The land is surrounded by oil and gas development, maps included in the proposal show.<\/p>\r\n<div class=\"wp-block-pdfemb-pdf-embedder-viewer\"><a href=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2024\/12\/03\/MaahDaahHeyNationalMonument.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\" data-toolbar=\"both\" data-toolbar-fixed=\"on\">Maah Daah Hey National Monument<\/a><\/div>\r\n<p>In addition to being an area of significant cultural heritage for Native tribes, it\u2019s also home to sensitive ecosystems, unique geological features and fossil sites, the proposal indicates.<\/p><p>Dakota Resource Council Executive Director Scott Skokos said November 22 the group has visited Washington, D.C., twice so far to speak with President Biden\u2019s administration \u2014 including the U.S. Forest Service, Department of the Interior, United States Department of Agriculture \u2014 about the proposed monument.<\/p><p>\u201cThe reception has been pretty good,\u201d Skokos said.<\/p><p>He said the group hopes to see action from Biden on the monument before he leaves office in January, but is also open to working with President-elect Donald Trump\u2019s administration on the project.<\/p><p>\u201cWe believe this is a good idea, regardless of who\u2019s president,\u201d Skokos said.<\/p><p>Advocates said the designation would not impact recreational access to the land, and that cattle grazing would still be permitted.<\/p><p>In a statement to the North Dakota Monitor, U.S. Sen. Kevin Cramer, R-N.D., called the proposal \u201cpremature at best.\u201d He said he was not convinced the proposal had sufficient local support from North Dakota residents and worried the project would \u201clock away land as conservation.\u201d<\/p><p>\u201cAny proposal should have extensive review as well as strong support from local communities and the stakeholders who actually use the land,\u201d he said.<\/p><p>When asked for comment, the North Dakota governor\u2019s office provided this statement from Gov. Doug Burgum: \u201cNorth Dakota is proof that we can protect our precious parks, cultural heritage and natural resources AND responsibly and sustainably develop our vast energy resources.\u201d<\/p><p>To learn more about the proposal, visit <a href=\"http:\/\/protectmdh.com\">protectmdh.com<\/a>. The website also includes a petition.<\/p><p>Presidents can designate federal land as national monuments under the Antiquities Act of 1906. The first land to receive this status was Devils Tower in Wyoming, which Roosevelt proclaimed a national monument that same year.<\/p><p>Should Maah Daah Hey become a national monument, it\u2019d be the first of its kind in North Dakota.<\/p><p><i>This story was updated with statements from Gov.
