2. POLICY<\/em><\/div>\r\n
The Tribal Tax and Investment Reform Act of 2026 Introduced in the House<\/div>\r\nRepresentatives Gwen Moore (D-WI-04) and David Schweikert (R-AZ-01) have introduced the Tribal Tax and Investment Reform Act of 2026 (TTIRA), bipartisan legislation that would address longstanding inequities in the federal tax code as it applies to federally recognized American Indian and Alaska Native Tribes. Assigned the number H.R. 7705, the bill builds upon previous efforts, including H.R. 8318 introduced last Congress by Representatives Moore and Schweikert, as well as S. 2022, the Senate version of the TTIRA introduced by Senators Catherine Cortez Masto (D-NV) and Lisa Murkowski (R-AK).\r\n

<\/p>\r\nAdvancing this legislation has long been a priority for Indian Country, as it would help ensure a level playing field for Tribal governments, businesses, and economies. The introduction of this legislation is a necessary step toward economic sovereignty and self-determination for Tribal Nations.\r\n

<\/p>\r\nNAFOA Board President Rodney Butler, Chairman of the Mashantucket Pequot Tribal Nation, commented on the bill’s introduction:\r\n

<\/p>\r\n\u201cNAFOA welcomes renewed momentum in Congress with the reintroduction of the Tribal Tax and Investment Reform Act in the House. Paired with its Senate companion, S.2022, this legislation updates the federal tax code to better respect Tribal sovereignty, correcting persistent inequities and creating new opportunities for Tribal economic development. We thank Congresswoman Moore and Congressman Schweikert for their bipartisan leadership and urge Congress to act swiftly. This legislation will improve the capacity of Tribal Nations to foster sustainable growth and strengthen infrastructure in their communities as they continue to be drivers of America\u2019s economic progress.\u201d\r\n

NCN Live: The Native American Entrepreneurial Opportunity Act<\/div>\r\nTuesday, March 10 from 5:00 pm – 6:00 pm EDT\r\n

<\/p>\r\nU.S. Representative Sharice Davids (D-KS), an ardent champion for Native CDFIs, will join NCN on this webinar to share about the Native American Entrepreneurial Opportunity Act (HR 7396) and how Native CDFIs and their partners can advance this to passage in the 119th Congress.\r\n

<\/p>\r\nThis bipartisan bill \u2013 which features two Democrat and two GOP co-sponsors \u2013 codifies in statute the Office of Native American Affairs (ONAA) within the Small Business Administration (SBA), which shall be responsible for building a working relationship with Indian Country \u201cby targeting programs of the Administration relating to entrepreneurial development, contracting, and capital access\u201d to (1) establish or expand small businesses owned and controlled by individual Native people, and (2) broadly promote economic development across Indian Country. \r\n

<\/p>\r\nThe Act also mandates that ONAA be headed by an Assistant Administrator for Native American Affairs, who will report directly to the SBA Administrator with expanded ability to: provide support through grants, contracts, and technical assistance; conduct tribal consultations; utilize SBA\u2019s entrepreneurial and contracting programs; and provide training for Indian Tribes, Alaska Native Corporations, and Native Hawaiian Organizations and small businesses owned and controlled by their members.\r\n

Mohegan Warns of Prediction Market Threat Amid Tepid Q1 Financial Results<\/div>\r\nThe Mohegan Tribal Gaming Authority is backing state efforts to crack down on prediction market operators that executives say are illegally encroaching on the tribes\u2019 exclusive gaming rights, as the casino operator reported a first-quarter profit buoyed by a one-time accounting gain.\r\n

<\/p>\r\nDuring an earnings call Thursday, Mohegan Chief Financial Officer Ari Glazer said his casino and Foxwoods are working with Connecticut officials to halt what he called unlicensed gambling on platforms that offer wagers on sports outcomes.\r\n

<\/p>\r\n\u201cI think the two Connecticut-based Native American tribes have exclusivity on all forms of gaming in Connecticut, and we are actively working with all of the Connecticut constituents and regulators and government to ensure that that is the case,\u201d Glazer said.\r\n
