Photo by Indianz.Com <a href=\"https:\/\/creativecommons.org\/licenses\/by-nc-sa\/4.0\/\">(CC BY-NC-SA 4.0)<\/a><\/figcaption>\r\n<div class=\"h3-responsive font-weight-bold\">&#8216;We&#8217;re gonna make some meaningful change&#8217;: Indian Country rallies to support youth and families<\/div>\r\n<div class=\"date\">Thursday, February 12, 2026<\/div>\r\n<div class=\"byline\">By Acee Agoyo<\/div>\r\n<div class=\"source\">Indianz.Com<\/div>\r\n<P><\/P>\r\nWASHINGTON, D.C. &#8212;\r\nIndian Country is rallying to continue the work of the <a href=\"https:\/\/www.nni.arizona.edu\/commission-native-children-archives\/home\">Alyce Spotted Bear and Walter Soboleff Commission on Native Children<\/a>.\r\n<p><\/p>\r\nCongress established the  commission in honor of <a href=\"https:\/\/en.wikipedia.org\/wiki\/Alyce_Spotted_Bear\">Alyce Spotted Bear<\/a>, an educator  and former chairwoman of the <a href=https:\/\/www.mhanation.com\/>Mandan, Hidatsa, and Arikara Nation<\/a>, and  <a href=\"https:\/\/en.wikipedia.org\/wiki\/Walter_Soboleff\">Walter Soboleff<\/a>, a revered Tlingit elder who fought for Alaska Native rights and education. Members of the panel spent more than three years studying the ways in which the federal government can better support American Indian, Alaska Native and Native Hawaiian children.\r\n<P><\/P>\r\n&#8220;We gathered baseline data on topics including juvenile justice, socioeconomic issues, mental health, suicide, infant and child mortality, child welfare, substance use, ACEs or adverse childhood experiences, educational achievement, physical health, and\u200awe held hearings both in-person and during COVID virtually,&#8221; commission member Anita Fineday told the <a href=https:\/\/indian.senate.gov\/>Senate Committee on Indian Affairs<\/a> on <a href=https:\/\/soundcloud.com\/indianz\/sets\/justice-and-safety-for-native-children-examining-title-ii-of-the-draft-native-childrens-commission-implementation-act>January 28<\/a>.\r\n<P><\/P>\r\n&#8220;We heard from elected officials, community leaders,&#8221; said Fineday, a  citizen of the White Earth Nation who previously served as chief judge of her tribe&#8217;s court system in Minnesota.\r\n<P><\/P>\r\n&#8220;We had 26 site visits and 10 regional hearings, as well as 25 virtual hearings. With high-level support from <a href=https:\/\/www.murkowski.senate.gov\/>Sen. Lisa Murkowski<\/a> (R-Alaska), one of the <a href=https:\/\/www.congress.gov\/bill\/114th-congress\/senate-bill\/246\/cosponsors>original co-sponsors of the bill<\/a> that authorized the landmark  study, tribal leaders, educators and their advocates have been working on new legislation to make solid improvements in programs that serve and benefit Native youth.\r\n<P><\/P>\r\n&#8220;It&#8217;s one thing to get the report and see action items,&#8221; Murkowski, the chair of the Senate Committee on Indian Affairs, said at a well-attended <a href=https:\/\/x.com\/indianz\/status\/2021250874400452804>celebration on Capitol Hill<\/a> on Wednesday evening.  &#8220;It&#8217;s another thing to move it forward. Photo by Indianz.Com <a href=\"https:\/\/creativecommons.org\/licenses\/by-nc-sa\/4.0\/\">(CC BY-NC-SA 4.0)<\/a><\/figcaption>\r\n<P><\/P>\r\nYoung American Indians, Alaska Natives and Native Hawaiians are the focus of the Native Children\u2019s Commission Implementation Act, currently in draft form. <a href=https:\/\/www.indian.senate.gov\/newsroom\/press-release\/republican\/chairman-murkowski-releases-draft-legislative-package-to-support-native-children-and-families\/>Murkowski announced the legislation<\/a> last August  and has been holding roundtables and hearings to discuss provisions affecting everything from the maternal health and food sovereignty to housing  and teacher development.\r\n<p><\/p>\r\n&#8220;For too long, our communities have seen reports sit on shelves,&#8221; said Karen Guise, a citizen of the Red Lake Nation who serves as co-vice president of the <a href=https:\/\/www.ncai.org\/section\/youth\/ncai-youth-commission\/about-youth-commission>National Congress of American Indians Youth Commission<\/a>. &#8220;This bill is different because it is the bridge from recommendations to reality.&#8221;\r\n<P><\/P>\r\n&#8220;As a young person, I see how our lives are connected,&#8221; Guise said  of the need to make broad improvements in federal programs. &#8220;You cannot talk about education without talking about my health. Speaking at the <a href=https:\/\/www.ncai.org\/>National Congress of American Indians<\/a> (NCAI) executive council winter session in Washington, D.C., this week,  he marveled at the size and scope of the draft bill.\r\n<P><\/p>\r\n&#8220;The bill not only gives, you know, authorization, but also it backs it up with more money,&#8221; said Mallott, who previously worked on Capitol Hill as a staffer for Murkowski.\r\n<p><\/p>\r\n&#8220;They never fund Indian Country, you all know that,&#8221; Mallott said at NCAI&#8217;s meeting on Tuesday, where a panel of experts discussed numerous provisions being considered for inclusion in the legislation.\r\n<P><\/P>\r\nAdvocates anticipate introduction of the Native Children\u2019s Commission Implementation Act in May or June of this year. The event included a special presentation by MHA citizen Bheri Rose Hallam, whose paternal grandmother was Alyce Spotted Bear, the educator and leader who passed on in 2013.\r\n<P><\/P>\r\nHallam, who credited the unique spelling to her name to her late grandmother, led a naming ceremony of her own on the ninth floor of the Hart Senate Office Building in D.C. She explained the cultural traditions of her community back in North Dakota as she bestowed a Nuu&#8217;etaa language name on Sen. Murkowski.\r\n<P><\/p>\r\n&#8220;When we&#8217;re born, our parents will decide us a name,&#8221; said Hallam, who <a href=https:\/\/www.lewisandclark.travel\/to-save-a-language-aspiring-teacher-bheri-hallam-fights-for-the-mandan-tongue\/>works in her tribe&#8217;s language and culture department<\/a>. &#8220;And as we get older, as we do different things and different deeds, our names can change.&#8221;\r\n<P><\/P>\r\n&#8220;So this is a given name for all your good deeds,&#8221; Hallam told Murkowski .\r\n<P><\/P>\r\n<iframe loading=\"lazy\" width=\"383\" height=\"680\" src=\"https:\/\/www.youtube.com\/embed\/dnNi-R7FheE\" title=\"&#39;Strong Voice&#39;: Senator Lisa Murkowski (R-Alaska)\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\r\n<P><\/P>\r\nIn Nuu&#8217;etaa, the <a href=https:\/\/www.mandanlanguage.org\/>language of the Mandan people<\/a>, Hallam repeated the name chosen for Murkowski as the lawmaker turned to face each of the four cardinal directions. The name is  <em>H\u00f3&#8217; Hs\u00ed\u00edhe<\/em>.\r\n<P><\/P>\r\n&#8220;<em>H\u00f3&#8217; Hs\u00ed\u00edhe<\/em>,&#8221;   Hallam said as Murkowski herself repeated the name, <em>H\u00f3&#8217; Hs\u00ed\u00edhe<\/em>.\r\n<P><\/p>\r\n&#8220;And what that name means is &#8216;Strong Voice,'&#8221;   <a href=https:\/\/www.youtube.com\/shorts\/dnNi-R7FheE?feature=share>Hallam  said<\/a> as people  in the audience registered agreement.\r\n<P><\/P>\r\nHallam   presented Murkowski with a name tag bearing the  Nuu&#8217;etaa language name. Nancy Pelosi<\/a> (D-California), the first woman to serve as Speaker of the <a href=https:\/\/www.house.gov\/>U.S. House of Representatives<\/a>, celebrated  tribes and advocates for their legislative achievements, including the bill that established the Native youth commission.\r\n<p><\/p>\r\n&#8220;Sot here&#8217;s so many things we can talk about: how you have been the stewards of the land, have been taking care of it for generations, for generations in the past and for generations to come,&#8221; said Pelosi, who is retiring later this year after serving  nearly four decades in the U.S. Congress. \r\n<p><\/p>\r\n&#8220;But here tonight, I want to congratulate you on the Alyce Spotted Bear and Walter Sobeloff Commission and the fact that you have put this together about how we care for our Native children,&#8221; continued Pelosi.\r\n<P><\/p>\r\n&#8220;And that&#8217;s really important because so many injustices went before. One of the <a href=https:\/\/www.bia.gov\/Tiwahe\/DemonstrationSites>original demonstration sites<\/a> has been hosted by the <a href=https:\/\/www.avcp.org\/>Association of Village Council Presidents<\/a> (AVCP), representing 56 federally-recognized  tribes in the Yukon\u2013Kuskokwim river delta in Alaska.\r\n<p><\/p>\r\n&#8220;When tribes lead, families thrive,&#8221;
