Native American oral histories estimate that <a href=\"https:\/\/www.nps.gov\/gosp\/learn\/nature\/where-the-buffalo-roamed.htm\">30 to 60 million<\/a> once roamed the plains.<P><\/P>\r\nAfter nearly going extinct, the shaggy beasts are making a comeback and soon, many could find themselves on reservations where their kind hasn\u2019t set hoof in decades.<P><\/P>\r\nA <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/2908\">bipartisan bill<\/a> pending in Congress would pay to relocate some of the 20,500 buffalo from public lands across the West and Midwest to reservation lands that were <a href=\"https:\/\/www.buffalofieldcampaign.org\/bison-maps\">historically part of the animals\u2019 range<\/a>.<P><\/P>\r\n \r\nBy the early 1900s, fewer than a thousand remained. The latest headcount is roughly 440,000 nationwide, mostly in commercial herds, according to the Interior Department. Over <a href=\"https:\/\/www.nps.gov\/yell\/learn\/management\/bison-management.htm#questions_answers\">4,000 wild buffalo<\/a> live in Yellowstone National Park.<P><\/P>\r\nSupport for moving some back to their ancestral lands shows signs of growing since the late Rep. <a href=\"https:\/\/www.congress.gov\/member\/don-young\/Y000033\">Don Young<\/a>, an Alaska Republican, <a href=\"https:\/\/www.congress.gov\/bill\/117th-congress\/house-bill\/2074\/all-actions\">proposed it in 2021<\/a>. The House approved the measure 373-52 in late 2021 but it died in the Senate.<P><\/P>\r\nSen. <a href=\"https:\/\/www.mullin.senate.gov\/about\/biography\/\">Markwayne Mullin<\/a>, R-Okla., the only Native American in the Senate, is leading a <a href=\"https:\/\/www.congress.gov\/event\/118th-congress\/senate-event\/335897\">new push<\/a> with Sen. <a href=\"https:\/\/www.heinrich.senate.gov\/about\">Martin Heinrich<\/a>, D-N.M.<P><\/P>\r\nThe bill would ensure that Native Americans \u201ccontinue reconnecting with a keystone of their historic culture and way of life,\u201d Mullin said in a <a href=\"https:\/\/www.heinrich.senate.gov\/newsroom\/press-releases\/heinrich-mullin-introduce-bipartisan-indian-buffalo-management-act\">press release announcing<\/a> the measure.<P><\/P>\r\nBuffalo are actually a <a href=\"https:\/\/www.nps.gov\/articles\/bison_badl.htm\">species of bison<\/a>. Buffalo were essential to the Native lifestyle and provided food, shelter, clothing \u2013 essential tools for our way of life,\u201d <a href=\"https:\/\/www.linkedin.com\/in\/ervin-carlson-aa576480\/\">Ervin Carlson Sr.<\/a>, president of the <a href=\"https:\/\/itbcbuffalonation.org\/\">Intertribal Buffalo Council<\/a>, said at a <a href=\"https:\/\/www.indian.senate.gov\/hearings\/legislative-hearing-to-receive-testimony-on-s-2908-s-3263-s-4000-s-4442\/\">June 12 Senate hearing<\/a> on the proposed relocation.<P><\/P>\r\n\u201cThey symbolize survival, and became essential to our spirituality and religious practices. Our people referred to the buffalo as \u2018my relative,\u2019 to signify how spiritually we\u2019re connected to them,\u201d Carlson, a member of the Blackfeet Nation in Montana, told senators.<P><\/P>\r\nUnconstrained hunting by white settlers contributed to the disappearance of buffalo. Some herds were killed to <a href=\"https:\/\/www.smithsonianmag.com\/history\/where-the-buffalo-no-longer-roamed-3067904\/\">make way for railroads<\/a> \u2013 collisions would have been very problematic \u2013 and the U.S. military slaughtered buffalo to deal with the so-called \u201cIndian problem.\u201d<P><\/P>\r\nIn 1875, a <a href=\"https:\/\/aigenom.org\/document\/gen-philip-sheridan-before-the-1875-texas-legislature-the-border-and-the-buffalo-pages-163-164-by-john-r-cook\/\">bill was proposed<\/a> in the Texas Legislature to preserve the species by limiting the hunting of buffalo. <a href=\"https:\/\/www.battlefields.org\/learn\/biographies\/philip-sheridan\">Gen. Philip Sheridan<\/a>, assigned by President Ulysses S. There were millions of Native Americans in North America before Christopher Columbus arrived and introduced Europeans to the New World. By the 1920 census, <a href=\"https:\/\/nap.nationalacademies.org\/read\/5355\/chapter\/7#82\">only 250,000 remained<\/a> in the United States.<P><\/P>\r\nThe draft of Mullin and Heinrich\u2019s bill, the Indian Buffalo Management Act, <a href=\"https:\/\/www.congress.gov\/bill\/118th-congress\/senate-bill\/2908\/text\">acknowledges<\/a> that \u201cbuffalo were nearly exterminated by non-Indian hunters in the mid-1800s.\u201d<P><\/P>\r\nTribal leaders have long wanted to reestablish herds. Image courtesy National Park Service<\/figcaption>\r\n<p><\/p>\r\nAccording to <a href=\"https:\/\/www.fws.gov\/species\/plains-bison-bison-bison-bison\">the U.S. Fish and Wildlife Service<\/a>, there are about 440,000 buffalo in the United States. <a href=\"https:\/\/www.fws.gov\/species\/plains-bison-bison-bison-bison\">Approximately 20,000<\/a> are in conservation herds, including a herd at the North Rim of the Grand Canyon under the care of the National Park Service, Arizona Game and Fish Department and the Kaibab National Forest.<P><\/P>\r\n<a href=\"https:\/\/www.nps.gov\/grca\/learn\/news\/bison-reduction-efforts-complete-for-2022.htm\">Since 2018<\/a> the <a href=\"https:\/\/itbcbuffalonation.org\/about-itbc\/\">Intertribal Buffalo Council<\/a>, or ITBC, has <a href=\"https:\/\/www.nps.gov\/grca\/learn\/news\/bison-reduction-efforts-complete-for-2022.htm\">relocated 182 buffalo<\/a> from the North Rim to eight tribes in South Dakota, Nebraska, Kansas and Oklahoma.<P><\/P>\r\nThe relocations are an alternative for national parks that need to keep herd sizes in check and might otherwise <a href=\"https:\/\/www.nps.gov\/grca\/learn\/nature\/bison-reduction-faqs.htm\">have to kill<\/a> some of the animals.<P><\/P>\r\nITBC, which represents 83 federally recognized tribes across 20 states, is one of many Native American groups that support the bill.<P><\/P>\r\nCarlson, the ITBC president, told senators that federal funding for buffalo management has been \u201cminimal and stagnant,\u201d which the Indian Buffalo Management Act would rectify.<P><\/P>\r\n\u201cWhen you try to divide up $1.4 million among many tribes, it doesn\u2019t go very far. Image courtesy <a href=https:\/\/www.buffalofieldcampaign.org\/bison-maps>Buffalo Field Campaign<\/a><\/figcaption><\/div><\/div>\r\n<P><\/P>\r\nReestablishing herds could also bring jobs to reservations and reduce <a href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/the-historical-determinants-of-food-insecurity-in-native-communities#_ftn80\">food insecurity<\/a>. Prices on reservations are high because of transportation costs. The Center for Budget and Policy Priorities, which advocates for low-income Americans, says <a href=\"https:\/\/www.cbpp.org\/research\/food-assistance\/the-historical-determinants-of-food-insecurity-in-native-communities#_ftn80\">1 in 4 Native Americans<\/a> experience food insecurity.<P><\/P>\r\nObesity and diabetes are also prevalent on reservations. Photo by Brianna Chappie \/ Cronkite News<\/figcaption>\r\n<p><\/p>\r\nAt the same hearing, Heinrich recounted a visit to a tribe in New Mexico, <a href=\"http:\/\/www.picurispueblo.org\/\">the Picuris Pueblo<\/a>. He said he was inspired by the way the members have been able to reincorporate bison into their diets and distribute meat within the community for free.<P><\/P>\r\nThe senator called the resurgence of buffalo herds in the last few decades \u201ca symbol of the enduring resilience of this iconic species, and a major economic development opportunity for many tribes.\u201d<P><\/P>\r\nThe bill would also help tribes with disease management.<P><\/P>\r\nBison at Yellowstone Park, for example, have been prone to <a href=\"https:\/\/www.pbs.org\/buffalowar\/war1.html\">carrying brucellosis<\/a>, a disease that has cost cattle ranchers billions.
