(Broadcasters: Scroll to the bottom of this story for downloadable scripts and audio files.<\/figcaption>\r\n<p><\/p>\t\r\n\r\n<p>Lakota and Dakota people have a lower life expectancy than the general population, Wooden Knife said, a sign that the federal government\u2019s treaty obligations to provide for the health of Native Americans isn\u2019t being upheld. Rosebud has sued the federal Indian Health Service more than once for failure to provide adequate health care.<\/p><p>Wooden Knife said the tribes need to look beyond IHS.\u00a0<\/p><p>A managed care model for tribal members on Medicaid has the potential to improve outcomes and efficiencies on and off the state\u2019s reservations, she said.<\/p><p>In such a model, tribes could contract with the state of South Dakota to direct federal Medicaid dollars into a pool of funds for health care. An entity of the tribes\u2019 choosing could negotiate costs with off-reservation providers and coordinate care \u2014 including preventative care or incentives for healthy habits \u2014 for tribal members who seek care on or off tribal land.<\/p><p>\u201cWhen we stand together for health care, our Sioux Nation tribes, working with the state, can bring the strongest health care resources to the table to improve health care for Native Americans,\u201d Wooden Knife said.<\/p><p>Will Mortenson, R-Fort Pierre, is a member of the Cheyenne River Sioux Tribe and is chair of the State-Tribal Relations Committee, which endorsed a <a href=\"https:\/\/sdlegislature.gov\/Session\/Bill\/26512\">bill<\/a> he\u2019s now sponsoring that would create a task force to study a managed care model in South Dakota.<\/p>  \r\n<div class=\"embed-responsive embed-responsive-16by9\">\r\n<iframe title=\"SD State of the Tribes | 2026-01-14\"  src=\"https:\/\/www.youtube.com\/embed\/75ueKjq9UzE?start=561&#038;feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\"><\/iframe><\/p>   \r\n<\/div><figcaption class=\"figure-caption\">\r\nRosebud Sioux Tribe President Kathleen Wooden Knife delivers the State of the Tribes address on Jan. 14, 2026, at the South Dakota Capitol in Pierre. (Video courtesy of South Dakota Public Broadcasting)<\/figcaption>\r\n<p><\/p>\r\n<div class=\"h5-responsive sub\">Public safety<\/div>\t<p>The State-Tribal Relations Committee also <a href=\"https:\/\/southdakotasearchlight.com\/2025\/08\/01\/tribal-police-to-lawmakers-recognize-us-as-law-enforcement\/\">endorsed<\/a> a <a href=\"https:\/\/sdlegislature.gov\/Session\/Bill\/26513\">bill<\/a> that would recognize tribal law enforcement members as certified law enforcement under state law. That would enable legal protections for tribal police who assist state, county or local officers.<\/p><p>On Tuesday, Gov. Larry Rhoden endorsed that bill during his State of the State address. Wooden Knife did the same on Wednesday.<\/p><p>Tribes and state leaders have also pushed in recent years to get more tribal officers trained through the state\u2019s basic law enforcement certification course, as most officers on tribal land are expected to train at a federal facility in New Mexico.<\/p>\r\n<div class=\" content_cards_card content_cards_domain_southdakotasearchlight-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/southdakotasearchlight.com\/2025\/08\/01\/tribal-police-to-lawmakers-recognize-us-as-law-enforcement\/\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/07\/11\/gaikowski-group.jpg\" alt=\"Tribal police to lawmakers: Recognize us as law enforcement \u2022 South Dakota Searchlight\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/southdakotasearchlight.com\/2025\/08\/01\/tribal-police-to-lawmakers-recognize-us-as-law-enforcement\/\">\n\t\t\tTribal police to lawmakers: Recognize us as law enforcement \u2022 South Dakota Searchlight\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/southdakotasearchlight.com\/2025\/08\/01\/tribal-police-to-lawmakers-recognize-us-as-law-enforcement\/\">\n\t\t\t<p>AGENCY VILLAGE \u2014 Tribal police who work across jurisdictional boundaries deserve recognition as law enforcement officers, they say.<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/southdakotasearchlight.com\/wp-content\/uploads\/2022\/09\/cropped-South-Dakota-Spotlight-2-icon2560-32x32.png\" alt=\"South Dakota Searchlight\" class=\"content_cards_favicon\"\/>\t\tSouth Dakota Searchlight\t<\/div>\n<\/div>\r\n\r\n<p>U.S. Sen. Mike Rounds, R-South Dakota, has pushed for a Great Plains law enforcement academy for tribes, a move also endorsed by the State-Tribal Relations Committee, and, on Wednesday, by Wooden Knife.<\/p><p>\u201cWe look forward to working with you to improve law enforcement, to get training locally for our police officers, and to improve public safety for all South Dakotans,\u201d Wooden Knife said.<\/p><p>Crow Creek Tribal Chairman Peter Lengkeek, among the tribal leaders on hand for Wooden Knife\u2019s speech, said cooperation between state and tribal officials can work to improve public safety, provided that tribes maintain sovereignty.<\/p><p>For about a decade, Crow Creek has had an agreement whereby state troopers act as a police force on the reservation during its powwow. This year, Lengkeek said, the tribe expanded that agreement. Now the Crow Creek reservation, which can call on Bureau of Indian Affairs officers for aid but lacks a tribal police force, can call upon the Highway Patrol in public safety emergencies.<\/p><p>\u201cWe bring them on when we need them,\u201d Lengkeek said.<\/p>    <div class=\"h5-responsive sub\">Foster care<\/div>\t<p>Wooden Knife also encouraged state leaders to work with tribes on foster care. Around 70% of children in foster care are Native American, according to the state\u2019s <a href=\"https:\/\/southdakotasearchlight.com\/2025\/12\/16\/70-of-children-in-south-dakota-foster-care-are-native-american-state-says\/\">most recent figures<\/a>.<br \/>Efforts to expand the number of Native American foster homes have shown some promise, but most South Dakota foster parents are non-Native.<\/p><p>\u201cWe need an equal chance to preserve our children and families as the future of our Native communities, so the state should enter kinship placement agreements with the tribal governments,\u201d Wooden Knife said, referring to a form of foster care placement that connects children with family members.\u00a0<\/p>\r\n<div class=\" content_cards_card content_cards_domain_southdakotasearchlight-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/southdakotasearchlight.com\/2025\/01\/15\/south-dakota-tribes-reset-state-relations-kristi-noem-leaves-office-larry-rhoden-governor-legislature\/\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/07\/11\/em8a9305-2048x1396-1.jpg\" alt=\"Tribes hope to \u2018reset\u2019 state relations after Noem leaves office \u2022 South Dakota Searchlight\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/southdakotasearchlight.com\/2025\/01\/15\/south-dakota-tribes-reset-state-relations-kristi-noem-leaves-office-larry-rhoden-governor-legislature\/\">\n\t\t\tTribes hope to \u2018reset\u2019 state relations after Noem leaves office \u2022 South Dakota Searchlight\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/southdakotasearchlight.com\/2025\/01\/15\/south-dakota-tribes-reset-state-relations-kristi-noem-leaves-office-larry-rhoden-governor-legislature\/\">\n\t\t\t<p>Sisseton Wahpeton Oyate Chairman J. Peri Pourier, R-Rapid City, said she doesn\u2019t expect that\u2019s needed just yet.<\/p><p>Pourier, a member of the Oglala Sioux Tribe, is on a group called <a href=\"https:\/\/boardsandcommissions.sd.gov\/bcuploads\/ICWA%20ADVISORY%20COUNCIL%20MEETING%20MINUTES%2010-01-25--DRAFT.pdf\">the Indian Child Welfare Act Advisory Council<\/a>, a state-level group named for the federal act that prioritizes keeping Native American families together.\u00a0<\/p><p>The council was born of a bill introduced and passed in 2024, and Pourier said important conversations about collaboration on kinship care and foster family recruitment are moving forward as a result.<\/p><p>The group, Pourier said, is \u201cgetting down to the nitty gritty, and they\u2019re going to work together to see what things that they could come up with.<\/p><p>\u201cIf we need to step in with legislation,\u201d she said, \u201cwe will.\u201d<\/p>    \r\n<img loading=\"lazy\" decoding=\"async\" width=\"2048\" height=\"1365\" data-attachment-id=\"379460\" data-permalink=\"https:\/\/indianz.com\/News\/2026\/01\/15\/south-dakota-searchlight-rosebud-sioux-president-delivers-tribal-address\/kathleenwoodenknife\/\" data-orig-file=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/01\/15\/KathleenWoodenKnife.jpg\" data-orig-size=\"2048,1365\" data-comments-opened=\"0\" data-image-title=\"Jon Hansen, Kathleen Wooden Knife and Tony Venhuizen\" data-image-description=\"&lt;p&gt;Jon Hansen, Kathleen Wooden Knife and Tony Venhuizen&lt;\/p&gt;\n\" data-image-caption=\"&lt;p&gt;Rosebud Sioux President Kathleen Wooden Knife, center, delivers the State of the Tribes address on January 14, 2026, at the South Dakota Capitol in Pierre, alongside House Speaker Jon Hansen, left, and Lt. Photo by Meghan O\u2019Brien \/ South Dakota Searchlight<\/figcaption>\r\n<p><\/p>\r\n<div class=\"h5-responsive sub\">Water rights, consultation<\/div>\t<p>Wooden Knife also encouraged the state to be in conversation with tribes on issues of water rights, water pipelines and drinking water access in the years ahead, noting the needs yet unmet by projects like the Mni Wiconi water pipeline.
