But their votes are increasingly seen as vital by both campaigns as Biden and Trump head into the final stretch of this heated electoral cycle.\r\n<P><\/P>\r\n\u201cWe are going to get those 15 electoral votes to get Joe Biden elected,\u201d  Crystal Cavalier, who hails from the <a href=http:\/\/obsn.org\/>Occaneechi Band of the Saponi Nation<\/a>, said during a  <a href=https:\/\/indianz.com\/News\/2020\/10\/22\/natives-for-biden-prepare-for-final-presidential-debate\/>watch party hosted by Native supporters<\/a> of the Democratic candidate before the final presidential  debate  on Thursday night.\r\n<p><\/p>\r\nNorth Carolina is home to 160,000 Native people, Cavalier noted, the largest such population east of the Mississippi River.  Eight Indian nations  are <a href=https:\/\/www.ncpedia.org\/tribes>located within state<\/a> borders, and a ninth finally began <a href=https:\/\/www.indianz.com\/IndianGaming\/2020\/03\/16\/catawba-nation-celebrates-after-trump-ad.asp>restoring its homelands<\/a> there earlier this year.\r\n<p><\/p>\r\nAs  director of tribal engagement for Biden in North Carolina, Cavalier said the Democratic candidate&#8217;s team is \u201cworking daily to make sure we have our elders and youth registered\u201d as the election quickly approaches. His declaration marked the first time he has stated a position on the issue since taking control of the White House nearly four years ago.\r\n<P><\/p>\r\n\u201cAs you know, the Lumbee Tribe has been fighting for federal recognition for more than a century,\u201d <a href=https:\/\/indianz.com\/News\/2020\/10\/22\/incredible-lumbee-catawba-tribes-nativevote20\/>Trump said at a campaign rally<\/a> in Gastonia on Wednesday.\r\n<p><\/p>\r\nThough Gastonia is almost 2 and half hours away from Lumbee headquarters in Pembroke, Trump&#8217;s shout out was significant. He noted that <a href=https:\/\/danbishop.house.gov\/>Rep. Dan Bishop<\/a> (R-North Carolina), whose electoral victory in 2019 has been  <a href=https:\/\/indianz.com\/News\/2019\/12\/02\/lumbee-tribe-federal-recognition-bill-up.asp>attributed to the power of the Native vote<\/a>, also supports the tribe.\r\n<p><\/p>\r\n\u201cWhen I am re-elected, we\u2019ll work with Congress, and we\u2019ll work with Dan, and we\u2019ll work with all of them, on the Lumbee Recognition Act and we\u2019ll get it done,\u201d Trump said of the GOP Congressman, who <a href=https:\/\/twitter.com\/jdanbishop\/status\/1319082487394541569>attended the rally<\/a>. \u201cIt\u2019s about time.\u201d\r\n<p><\/p>\r\nBut the Lumbees weren&#8217;t the only ones whose presence was acknowledged by the president, who  <a href=https:\/\/indianz.com\/News\/2020\/10\/19\/president-trump-disavows-indigenous-peoples-day\/>denounced Indigenous Peoples Day<\/a> just a few days prior on the campaign trail. That&#8217;s a good looking group of people.\u201d\r\n<p><\/p>\r\n\u201cLumbee, Catawba,\u201d  Trump repeated, mispronouncing the latter tribe&#8217;s name for a third time. \r\n<p><\/p>\r\nDespite the stumbles, Trump&#8217;s call out to the Catawbas was   significant as well. Though their headquarters are in neighboring North Carolina, the tribe&#8217;s efforts to restore its land base in South Carolina have drawn an unusual <a href=https:\/\/indianz.com\/News\/2020\/09\/16\/catawba-nation-welcomes-land-affirmation-bill-in-congress\/>level of support  from Republicans<\/a> who had long ignored the issue.\r\n<p><\/p>\r\nJust two years ago, in fact, the Trump administration told the Catawba Nation it could not secure <a href=https:\/\/www.bia.gov\/bia\/ots\/fee-to-trust>trust land<\/a> in North Carolina.   But after Republicans like \r\n <a href=https:\/\/www.tillis.senate.gov\/>Sen. Thom Tillis<\/a> (R-North Carolina) got involved, the <a href=https:\/\/www.doi.gov\/>Department of the Interior<\/a> changed course  and <a href=https:\/\/twitter.com\/indianz\/status\/1238218870592286734>approved the tribe&#8217;s fee-to-trust application<\/a> for a site near Kings Mountain, only about 15 miles from the Gastonia Municipal Airport, where the rally took place on Wednesday evening.\r\n<p><\/p><div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\n\u201cThom\u2019s a good guy,\u201d Trump said of Tillis, who   <a href=https:\/\/www.tillis.senate.gov\/2020\/10\/tillis-applauds-president-trump-for-supporting-lumbee-recognition-act>supports federal recognition for the Lumbee Tribe<\/a>, in addition to <a href=https:\/\/www.indianz.com\/covid19\/2020\/10\/04\/sen-thom-tillis-r-north-carolina\/>backing the Catawba Nation<\/a>.    \u201cThom has been with us. He\u2019s been working hard.\u201d\r\n<P><\/p>\r\n\u201cHe\u2019s really a good Senator. Really, a good Senator, and he\u2019s been strong. So, I hope he gets in,\u201d Trump said as Tillis deals with an  unexpectedly difficult challenge from   <a href=https:\/\/www.calfornc.com\/>Democrat Cal Cunningham<\/a>.\r\n<p><\/p>\r\nDuring the pre-debate gathering on Thursday night,   Democrats characterized Trump&#8217;s efforts as   last-minute entreaties   to Native voters.  Biden, for example, announced his support for the    Lumbee Tribe more than two weeks ago. Trump, in comparison, only <a href=https:\/\/indianz.com\/News\/2020\/10\/21\/forgotten-no-more-trump-team-puts-native-people-last-on-important-call\/>released his plan on Tuesday<\/a> and did it through his administration, not his campaign apparatus.\r\n<P><\/p>\r\n\u201cWe see right through it,\u201d Pratte said. \u201cHello, you&#8217;ve been in that office for four years about,  and now it looks like you care about Native people?\u201d\r\n<p><\/p>\r\n\u201cNope, not gonna happen,\u201d she concluded.\r\n<P><\/P>\r\nBut in an election where every vote matters,  Pratte said the Democratic campaign is taking the  \u201c11th-hour pandering\u201d    seriously.      With Trump    heading back to North Carolina on Saturday  &#8212; for a <a href=https:\/\/events.donaldjtrump.com\/events\/october-24-lumberton-nc-remarks-on-fighting-for-the-forgotten-men-and-women-with-potus>rally in Robeson County, smack dab<\/a> in Lumbee territory &#8212;  the Biden team is prepared to keep working. \r\n<P><\/P>\r\n\u201cTrump is hitting us really hard coming down here,\u201d   Cavalier said during the debate watch.\r\n<p><\/p>\r\n\u201cThat&#8217;s OK, though,\u201d she added. \u201cWe&#8217;re gonna line the roads to the fairgrounds with Biden signs.\u201d\r\n<p><\/p>\r\n<figure>\r\n<img itemprop=image src=https:\/\/indianz.com\/News\/2019\/12\/02\/harveygodwin.jpg class=\"img-fluid wow fadeIn\"><\/img>\r\n<figcaption class=figure-caption>Harvey Godwin,  Jr. serves as chairman of the Lumbee Tribe. Bishop, who is one of four Republican co-sponsors of  <a href=https:\/\/www.congress.gov\/bill\/116th-congress\/house-bill\/1964>H.R.1964<\/a>, the Lumbee Recognition Act. The bill was <a href=https:\/\/indianz.com\/News\/2020\/09\/28\/house-committee-on-natural-resources-schedules-markup-on-indian-country-bills\/>approved by the House Committee on Natural Resources<\/a> last month, meaning it could be passed by the Democratic-controlled    <a href=https:\/\/www.house.gov\/>U.S. House of Representatives<\/a> at any time.\r\n<p><\/p>\r\nSimilar recognition bills have been passed the House in prior sessions. But the tribe has never seen much success in the <a href=https:\/\/www.senate.gov\/>U.S. Senate<\/a>, currently in the hands of Republicans.\r\n<p><\/p>\r\n During the  <a href=https:\/\/en.wikipedia.org\/wiki\/Indian_termination_policy>termination era of federal policy<\/a>, Congress enacted a bill   that identified the Lumbees as \u201cIndians.&#8221; But the law denied them all of the benefits associated with federal recognition.\r\n<p><\/p>\r\nThe Lumbee Recognition Act repeals the 1956 law and ensures the tribe is eligible for federal services and programs meant for Indians. The tribe has about 55,000 people on its rolls.\r\n<p><\/p>\r\n \u201cI am hopeful that the Lumbee bill will be on the president\u2019s desk before the end of this year,\u201d   <a href=https:\/\/www.facebook.com\/lumbeetribenc\/posts\/3154282748006705?>Chairman Harvey Godwin, Jr. said<\/a> on Wednesday. The companion   to H.R.1964 is <a href=https:\/\/www.congress.gov\/bill\/116th-congress\/senate-bill\/1368>S.1368<\/a>, whose backers are two Republicans, one of whom is  Sen. The <a href=https:\/\/ebci.com\/>Eastern Band of Cherokee Indians<\/a> &#8212; whose sovereign status has already been recognized by the United States, through an act of Congress, incidentally &#8212;  described  the focus on  North Carolina as an \u201ccharade.\u201d\r\n<P><\/P>\r\n\u201cTis the season when politicians of all stripes make desperate promises to get votes, but the pandering has reached new levels with the embrace of legislation to extend federal recognition to the Lumbee in North Carolina,\u201d <a href=https:\/\/www.facebook.com\/chiefsneed\/photos\/a.909428119078225\/3569899689697708\/>Chief Richard Sneed said in a statement<\/a> on Thursday.\r\n<p><\/p>\r\n\u201cThe Lumbee have failed to attain federal acknowledgment as a tribe for over a century for good reason &#8212;
