POLICY:<\/em><\/div>\r\n<div class=\"h5-responsive sub\">NAFOA TO TESTIFY BEFORE HOUSE SUBCOMMITTEE ON INDIAN AND INSULAR AFFAIRS<\/div>\r\nOn Thursday, September 28th, NAFOA will be testifying before House Natural Resources Subcommittee on Indian and Insular Affairs (IIA) as part of an oversight hearing on \u201cTribal Autonomy and Energy Development: Oversight of the Implementation of the Indian Tribal Energy Development &#038; Self-Determination Act.\u201d\r\n<p><\/p>\r\n  Passed in 2018, the Indian Tribal Energy Development and Self-Determination Act made amendments to existing federal energy programs on tribal lands.  According to Senator John Hoeven (R-ND) at the time of Senate passage, \u201cIndian tribes should have the same opportunities to develop their natural resources as any other sovereign nation. MORE POLICY:<\/em><\/div>\r\n<div class=\"h5-responsive sub\">STATE AND LOCAL FISCAL RECOVERY FUNDS 2023 INTERIM FINAL RULE<\/div>\r\nOn August 10, 2023 Treasury released on its website the <a href=https:\/\/home.treasury.gov\/policy-issues\/tribal-affairs\/tribal-consultations>2023 Interim Final Rule<\/a> that implements three new eligible uses authorized in the Consolidated Appropriations Act, 2023. On September 20, 2023, the <a href=https:\/\/www.federalregister.gov\/documents\/2023\/09\/20\/2023-17446\/coronavirus-state-and-local-fiscal-recovery-funds>2023 Interim Final Rule was published in the Federal Register<\/a>.\r\n<p><\/p>\r\nPublication in the Federal Register starts the 60-day public comment period, and comments must be received on or before November 20, 2023.\r\n<p><\/p>\r\nKey items for recipients to note:\r\n<p><\/p>\r\n<ol>\r\n<li>\r\nThe new eligible uses allow recipients to use SLFRF funds for emergency relief from natural disasters, community development, and surface transportation projects.<\/li>\r\n<li>The existing eligible uses are generally unchanged, and recipients may continue to use SLFRF funds in accordance with the 2022 final rule.<\/li>\r\n<li>Recipients have the opportunity to submit comments on the 2023 Interim Final Rule through the Federal eRulemaking Portal at http:\/\/www.regulations.gov.
