Photo: Eliza Wiley \/ Montana Free Press<\/figcaption>\r\n<div class=\"h3-responsive font-weight-bold\">Lawmakers make another bid for Indigenous Peoples Day <\/div>\r\n<div class=\"h5-responsive sub\">The proposed state holiday would take the place of Columbus Day.<\/div>\r\n<div class=\"date\">Monday, February 13, 2023<\/div>\r\n<DIV class=\"source\">Montana Free Press<\/DIV>\r\n<DIV class=\"source-website\"><A \r\nhref=\"https:\/\/montanafreepress.org\/\">montanafreepress.org<\/A><\/DIV>\r\n<p><\/p>\r\nMore than 30 people gathered last Wednesday in support of a Senate bill that would establish Indigenous People\u2019s Day as a Montana state holiday. <P><\/P>\t\t \r\n\r\nIf the bill passes, Indigenous People\u2019s Day would land on the second Monday of October, eliminating Columbus Day as an official state holiday.<P><\/P>\r\n\r\n<a href=\"https:\/\/apps.montanafreepress.org\/capitol-tracker-2023\/bills\/sb-141\/\">Senate Bill 141<\/a> appeared for its first time this legislative session before the Education and Cultural Resources Committee during a public hearing Wednesday. The Montana American Indian Caucus wrote a letter of support for the proposal. Montana state law currently recognizes 12 legal holidays each year, including Columbus Day. <P><\/P>\r\n\r\nThe committee is expected to vote on the bill at a later date. If it\u2019s approved, the bill is expected to go to the Senate floor for a vote. <P><\/P>\r\n\r\n<div class=\" content_cards_card content_cards_domain_twitter-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/twitter.com\/shanemorigeau\/status\/1611551443047313408\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/plugins\/content-cards\/skins\/default\/content-cards-placeholder.png\" alt=\"\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/twitter.com\/shanemorigeau\/status\/1611551443047313408\">\n\t\t\t\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/twitter.com\/shanemorigeau\/status\/1611551443047313408\">\n\t\t\t\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"\/\/abs.twimg.com\/favicons\/twitter.3.ico\" alt=\"X (formerly Twitter)\" class=\"content_cards_favicon\"\/>\t\tX (formerly Twitter)\t<\/div>\n<\/div>\r\n<p><\/p>\r\nThis is the fifth attempt to establish a statewide Indigenous People\u2019s Day in Montana. <a href=\"https:\/\/apps.montanafreepress.org\/capitol-tracker-2023\/lawmakers\/Shane-Morigeau\/\">Sen. Shane Morigeau, D-Missoula<\/a>, introduced and sponsored the current version of the proposal. Morigeau said the bill would allow for a chance to help correct the harsh history of the state\u2019s relationship with Indigenous people.<P><\/P>\r\n\r\nAlthough Columbus has been celebrated for decades as an explorer who discovered America, historical accounts have increasingly revealed a more complex historical narrative. Multiple states and cities across the country have officially replaced Columbus Day with Indigenous Peoples Day. <P><\/P>\r\n\r\n\u201cInstead of having a day that celebrates a man who murdered, raped, and exterminated innocent Native people, I want a day that acknowledges the rich cultural heritage of all Indigenous people in our state,\u201d Morigeau said in a text message to ICT and Montana Free Press. \u201cA day that recognizes the relationships we\u2019ve all forged together because, at the end of the day, we are all Indigenous from somewhere.\u201d <P><\/P>\r\n\r\nMorigeau said the bill is an attempt to help Montanans better understand the tribes and cultures that are so iconic to the state.<P><\/P>\r\n\r\n\u201cI\u2019m asking you to recognize the full breadth of history,\u201d Morigeau said in his opening statement to the committee Wednesday. \u201cTo be inclusive and to include everyone in this room, in these hallways and in this state. To talk about the wrongs in our history, to write our next chapter together, to reject selective history and recognize the good, the bad and the ugly so that we can learn and do better as a society.\u201d<P><\/P>\r\n\r\n<blockquote class=\"twitter-tweet\" data-conversation=\"none\"><p lang=\"en\" dir=\"ltr\">I believe with a room full of powerful &amp; impactful testimony from native folks from all eight nations, even with a super majority, we can get it passed this year, the whole state is watching the anti-native bills, personal testimony will pass your bill this year, I&#39;ll organize<\/p>&mdash; Steven-Bear TwoTeeth (@TwoteethKelli) <a href=\"https:\/\/twitter.com\/TwoteethKelli\/status\/1611897324959326209?ref_src=twsrc%5Etfw\">January 8, 2023<\/a><\/blockquote> <script async src=\"https:\/\/platform.twitter.com\/widgets.js\" charset=\"utf-8\"><\/script>\r\n<P><\/P>\r\nMarsha Small, a co-founder of Indigenous Peoples Day of Montana, an organization that provides advocacy and education on the significance of the holiday, drove the effort for the past eight years.<P><\/P>\r\n\r\nSmall began the battle to establish Indigenous Peoples Day in 2015 in Bozeman. In 2016, the city formally recognized the holiday in place of Columbus Day.<P><\/P>\r\n\r\nSmall\u2019s drive to get the bill into law is motivated by accuracy and education. <P><\/P>\r\n\r\n\u201cWe thought that we could have a day in Montana to introduce people to both sides of the aisle,\u201d Small said. \u201cTo get people to know each other on more of a respectful dialogue, to get to know people from their identities, their ancestral lineages.\u201d<P><\/P>\r\n\r\n\r\nIf the bill passes, Montana would become the latest state to commemorate Indigenous Peoples Day, following at least 14 states and 130 cities nationwide.<P><\/P>\r\n\r\nSeveral cities and communities in the state have already recognized Indigenous Peoples Day instead of Columbus Day, including Missoula, Bozeman, and tribal governments. <P><\/P>\r\n\r\nMontana is home to seven tribal reservations and 12 tribes, including the Blackfeet, Salish, Kootenai, Crow, Northern Cheyenne, Assiniboine, Little Shell Band of Chippewa, Gros Ventre, Sioux, Plains Cree, Pend d\u2019Oreille and Chippewa. <P><\/P>\r\n<div class=\" content_cards_card content_cards_domain_indianz-com\">\n\t\t\t<div class=\"content_cards_image\">\n\t\t\t\t<a class=\"content_cards_image_link\" href=\"https:\/\/indianz.com\/News\/2023\/01\/31\/montana-free-press-new-partnership-brings-native-reporter-to-montana-legislature\/\">\n\t\t\t\t\t<img decoding=\"async\" src=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2026\/06\/04\/jovonnewagner-1.jpg\" alt=\"Montana Free Press: New partnership brings Native reporter to Montana Legislature\">\t\t\t\t<\/a>\n\t\t<\/div>\n\t\n\t<div class=\"content_cards_title\">\n\t\t<a class=\"content_cards_title_link\" href=\"https:\/\/indianz.com\/News\/2023\/01\/31\/montana-free-press-new-partnership-brings-native-reporter-to-montana-legislature\/\">\n\t\t\tMontana Free Press: New partnership brings Native reporter to Montana Legislature\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_description\">\n\t\t<a class=\"content_cards_description_link\" href=\"https:\/\/indianz.com\/News\/2023\/01\/31\/montana-free-press-new-partnership-brings-native-reporter-to-montana-legislature\/\">\n\t\t\t<p>MTFP and ICT have hired JoVonne Wagner, Blackfeet, to increase coverage of the Montana Legislature\u2019s American Indian Caucus.<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/www.indianz.com\/favicon.ico\" alt=\"Indianz.Com\" class=\"content_cards_favicon\"\/>\t\tIndianz.Com\t<\/div>\n<\/div>\r\n<P><\/P>\r\nAcross the nation, activists regularly rally in protest against Columbus Day to demonstrate solidarity with Indigenous communities that have historically been misrepresented and misdocumented in history. <P><\/P>\r\n\r\nAmong the bill\u2019s supporters at Wednesday\u2019s hearing were representatives of the De La Salle Blackfeet School from Browning, located on the Blackfeet Indian Reservation. Multiple students spoke during the hearing, including sixth-grader Kendee Calfbossribs Ollinger.<P><\/P>\r\n\r\n\u201cI would like to tell you guys what genocide means,\u201d Ollinger told the committee. \u201cIt means the deliberate killing of a large number of people, nation or ethnic group. I\u2019m not supposed to be here. Columbus Day should be changed into Indigenous People\u2019s Day to honor the ones who were hurt and killed, but also the ones still here, like me.\u201d<P><\/P>\r\n\r\nAlong with tribal individuals, many concerned citizens have stood in solidarity with the holiday change. <P><\/P>\r\n\r\nPresident Joe Biden initially recognized the observation of Indigenous Peoples\u2019 Day in 2021, and again in 2022. Columbus Day remains a federal holiday. <P><\/P>\r\n\r\n\u201cI call upon the people of the United States to observe this day with appropriate ceremonies and activities,\u201d Biden said in his 2021 proclamation. \u201cI also direct that the flag of the United States be displayed on all public buildings on the appointed day in honor of our diverse history and the Indigenous peoples who contribute to shaping this Nation.\u201d <P><\/P>\r\n<div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><p><\/p>\r\nWith no one presenting opposition testimony during the hearing, committee member <a href=\"https:\/\/apps.montanafreepress.org\/capitol-tracker-2023\/lawmakers\/Daniel-Emrich\/\">Rep. Daniel Emrich, R-Great Falls<\/a>, commented on the bill. Emrich said he is in favor of a thorough historical education, but doesnt want Columbus Day removed.<P><\/P>\r\n\r\n\r\n\u201cI would support this bill, but it would have to be not erasing a day that we currently have,\u201d Emrich said. \u201cI feel like that it would remind us of who Indigenous people are the same way Columbus Day reminds us of who Columbus was, and we take that holistic approach.\u201d<P><\/P>\r\n\r\nMorigeau responded by making a distinction between educating people about the history of Christopher Columbus and celebrating a holiday named after him. Morigeau agreed that Columbus should be taught holistically in recognition of his historical significance, but that such education should include what kind of person he was.<P><\/P>\r\n\r\n\u201cI don\u2019t think it\u2019s someone who belongs in our schools, being celebrated,\u201d Morigeau said. \u201cBecause until we actually stop celebrating him, teachers and people aren\u2019t going to talk about the bad things.
