POLICY:<\/EM><\/div>\r\n<div class=\"h5-responsive sub\">SENATE PASSES STOP ACT, PROTECTING TRIBAL, NATIVE HAWAIIAN CULTURAL ITEMS<\/div>\r\nLast week, the Senate passed H.R. 2930, Safeguard Tribal Objects of Patrimony Act of 2021. \r\n<p><\/p>\r\n The legislation <a href=https:\/\/nafoa.org\/senate-passes-stop-act-strengthening-federal-protections-for-tribal-native-hawaiian-cultural-items\/>prohibits the exportation of Native American cultural items and archaeological resources<\/a> that were illegally obtained; provides for the return of such items, including voluntary returns; and establishes and increases related criminal penalties. GRANTS:<\/EM><\/div>\r\n<div class=\"h5-responsive sub\">MARCH 31ST DEADLINE FOR TRIBAL GRID RESILIENCE GRANTS<\/div>\r\nAs part of the Bipartisan Infrastructure Law passed last year, the Department of Energy has launched a new program which enables federally recognized Tribes to apply for electric grid resilience formula grants. \r\n<P><\/P>\r\n As outlined in Sec. 40101(d) of the Infrastructure Investment and Jobs Act, this program will have approximately $84.5m per year available to Tribes through FY 2026, with the grant funding a wide array of resilience measures, including: weatherization technologies, equipment hardening or undergrounding, vegetation management, and distributed energy resources (DER) systems.  \r\n<p><\/p>\r\nThe program is <a href=https:\/\/netl.doe.gov\/bilhub\/grid-resilience\/formula-grants>currently accepting applications<\/a> with a final deadline of March 31st, 2023.\r\n<p><\/p>\r\n<a class=\"btn btn-primary btn-block\" href=\"https:\/\/netl.doe.gov\/bilhub\/grid-resilience\/formula-grants\" role=\"button\">Learn More &amp; Apply<\/a>\r\n\r\n<p><\/p>\r\n<div class=\"h5-responsive sub\"><EM>3. ICYMI: <\/EM><\/div>\r\n<div class=\"h5-responsive sub\">TREASURY REPORT HIGHLIGHTS IMPACT OF AMERICAN RESCUE PLAN FUNDING ON TRIBAL GOVERNMENTS<\/div>\r\nThe <a href=https:\/\/home.treasury.gov\/system\/files\/136\/Treasury-SLFRFTribalRecoveryReport.pdf>U.S. Department of the Treasury released a report detailing how Tribal governments are using a historic level of financial support<\/a> through the American Rescue Plan (ARP) to provide critical recovery assistance and improve the health and well-being of Tribal citizens. The $20 billion in ARP State and Local Fiscal Recovery Funds (SLFRF) allocated to Tribal governments represents the largest single infusion of federal funding into Indian Country. The efforts highlighted in [the] report reveal the vast and impressive reach SLFRF has had as a catalyst for recovery.\r\n<p><\/p>\r\n\u201cTribal economic development is not reductive\u2014it is additive, as is robust economic development in other underserved communities,\u201d said Chief Lynn Malerba, Treasurer of the United States. \u201cToday\u2019s report shows that State and Local Fiscal Recovery Funds are having direct, deep, and meaningful economic impacts on Tribal nations\u2019 pandemic recovery.
