She currently heads up the <a href=https:\/\/www.ihs.gov\/navajo\/>Navajo Area of the IHS<\/a>, which provides health care to more than 240,000  people on the largest reservation in the United States.\r\n<P><\/p>\r\nPending confirmation by the <a href=https:\/\/www.senate.gov\/>U.S. Senate<\/a>, Tso  is set to take on the biggest leadership role at the IHS. Photo courtesy Indian Health Service.<\/figcaption><\/div><\/div>\r\n<P><\/P>\r\nTso, whose nomination was <a href=https:\/\/indianz.com\/News\/2022\/03\/09\/a-historic-nomination-indian-health-service-finally-on-track-for-new-leadership\/>announced by the White House on March 9<\/a>, is going before the <a href=https:\/\/indian.senate.gov\/>Senate Committee on Indian Affairs<\/a> on Wednesday afternoon. The <a href=https:\/\/www.indian.senate.gov\/hearing\/nomination-hearing-consider-roselyn-tso-be-director-indian-health-service-department-health>confirmation hearing<\/a> is a significant step in the process toward being confirmed as director of the IHS.\r\n<P><\/P>\r\n\u201cThe Indian Health Service Director plays a critical role in raising the health status of Native peoples and upholding the federal government\u2019s trust responsibility to Native communities,\u201d <a href=https:\/\/www.schatz.senate.gov\/>Sen. Brian Schatz<\/a> (D-Hawaii), who serves as chair of the committee, said after Tso was selected by President Joe Biden.\r\n<P><\/P>\r\n \u201cI am committed to seeking Indian Country\u2019s input on Ms. Tso\u2019s nomination as the committee carefully considers her qualifications,\u201d said Schatz.\r\n<p><\/p>\r\nSome of Indian Country&#8217;s biggest concerns  include adequate, stable and predictable funding, since the <a href=https:\/\/www.ihs.gov\/aboutihs\/annualbudget\/>IHS annual budget<\/a> has not kept up with rising costs, inflation and needs on the ground. But tribes and their advocates are seeing progress with the Biden administration&#8217;s historic request of $9.3 billion for the agency in fiscal year 2023, which represents a 37 percent increase from current levels.\r\n<p><\/p>\r\n \u201cThe president is showing tribes, through the priorities and vision he put in his 2023 budget for Indian health, that he is not just listening to tribes, he is hearing us!\u201d   Chairman William Smith  of the <a href=https:\/\/www.nihb.gov\/>National Indian Health Board<\/a> said of Biden&#8217;s proposal, which was <a href=https:\/\/indianz.com\/News\/2022\/03\/28\/biden-administration-releases-fiscal-year-2023-budget-request\/>released  in late March<\/a>. As <a href=https:\/\/www.indianz.com\/covid19\/2022\/03\/30\/national-indian-health-board-ncuih\/>noted by the NIHB<\/a>, the IHS budget would  then grow to $36.7 billion by the next decade &#8212; a record  amount &#8212; if  the proposal is adopted by lawmakers.\r\n<P><\/P>\r\n\u201cWe must stop being ok, blas\u00e9\u2019 and indifferent to keeping American Indians last in health care opportunity,\u201d said  Stacy  Bohlen, a citizen of the <a href=https:\/\/www.saulttribe.com\/>Sault Ste. Marie Tribe of Chippewa Indians<\/a> who serves as chief executive officer at NIHB.\r\n<P><\/P>\r\nAccording to the <a href=https:\/\/www.ihs.gov\/budgetformulation\/congressionaljustifications\/>Congressional justification prepared by the IHS<\/a>, increased  funding  levels in FY2023 and beyond would help address the rising costs of health care, both in tribal and urban settings. Health workers have long had our back\u2014it\u2019s time for us to have theirs. https:\/\/t.co\/2st5fl9j3A 1\/6<\/p>\n\t\t<\/a>\n\t<\/div>\n\t<div class=\"content_cards_site_name\">\n\t\t<img decoding=\"async\" src=\"https:\/\/twitter.com\/favicon.ico\" alt=\"X (formerly Twitter)\" class=\"content_cards_favicon\"\/>\t\tX (formerly Twitter)\t<\/div>\n<\/div>\r\n<P><\/P>\r\nAdditionally,  higher funding levels  will enable the IHS to bring on  more   employees at a time when    health workers are feeling stressed  by the ongoing <a href=\/covid19>COVID-19 pandemic<\/a>, which has affected American Indians and Alaska Natives at disproportionate rates. The Biden  administration has been  <a href=https:\/\/www.surgeongeneral.gov\/burnout>highlighting what it calls burnout<\/a>  as part  a  national tour that stopped at the <a href=https:\/\/www.ihs.gov\/phoenix\/healthcarefacilities\/phoenix\/>Phoenix Indian Medical Center<\/a> in Arizona on Tuesday.\r\n<P><\/P>\r\nWith a patient base of more than 156,000 American Indians and Alaska Natives, the facility is  the largest in the  <a href=https:\/\/www.ihs.gov\/phoenix\/>Phoenix Area of the IHS<\/a>. The region has suffered from some of the highest rates of COVID-19, according to <a href=https:\/\/www.ihs.gov\/coronavirus\/>coronavirus data provided by the IHS<\/a>.\r\n<p><\/p>\r\nAs of <a href=https:\/\/www.indianz.com\/covid19\/2022\/05\/23\/indian-health-service-department-of-health-and-human-services-547\/>May 22<\/a>, for instance, the Phoenix Area has the third highest rate of COVID-19 cases since the onset of the pandemic more than two years ago. The region  currently has the third highest rate of 7-day positive cases, highlighting how the coronavirus continues to impact tribes and their citizens at alarming levels.\r\n<p><\/p>\r\nAccording to  Dr. Vivek Murthy, the <a href=https:\/\/twitter.com\/Surgeon_General>U.S. Surgeon General<\/a>, COVID-19 is also taking a toll on health workers, like those at the IHS.\r\nHe met with employees from the Phoenix Indian Medical Center  to learn more about their struggles in providing care amid the pandemic.\r\n<P><\/P>\r\n\u201cCOVID-19 has been a uniquely traumatic experience for the health workforce and for their families, pushing them past their breaking point,&#8221; <a href=https:\/\/www.hhs.gov\/about\/news\/2022\/05\/23\/new-surgeon-general-advisory-sounds-alarm-on-health-worker-burnout-and-resignation.html>Murthy  said on Monday<\/a> as he released a report outlining the crisis. &#8220;Now, we owe them a debt of gratitude and action. And if we fail to act, we will place our nation\u2019s health at risk.\u201d   \r\n<P><\/P><div class=\"mt-1 mb-1\"><ins class=\"adsbygoogle\" style=\"display:block; text-align:center;\" data-ad-layout=\"in-article\" data-ad-format=\"fluid\" data-ad-client=\"ca-pub-8411603009680747\" data-ad-slot=\"6394965691\"><\/ins><script>(adsbygoogle = window.adsbygoogle || []).push({});<\/script><\/div><P><\/P>\r\nLack of funding and workforce shortages are among the many issues facing   employees  at IHS and tribal facilities, according to the report, titled &#8220;<a href=https:\/\/www.hhs.gov\/surgeongeneral\/priorities\/downloads\/health-worker-burnout-advisory.pdf>Surgeon General\u2019s Advisory Addressing Health Worker Burnout<\/a>.&#8221; COVID-19 has further exacerbated  safe water, food insecurity, and housing insecurity challenges for these  kinds of workers, the report said, citing a <a href=https:\/\/www.washington.edu\/populationhealth\/2022\/01\/20\/survey-shows-disproportionate-food-insecurities-in-washington-tribal-communities\/>recently concluded  study  by the Washington State Tribal Food Project<\/a>.\r\n<P><\/P>\r\nBesides Murthy, the roundtable with IHS employees included Dr. Rachel Levine, who serves as the  <a hef=https:\/\/twitter.com\/HHS_ASH>Assistant Secretary for Health<\/a> at the <a href=https:\/\/www.hhs.gov\/>Department of Health and Human Services<\/a>,  and Dr. Loretta Christensen, a citizen of the Navajo Nation who serves as\r\nChief Medical Officer  of the IHS.\r\n<p><\/p>\r\nThe IHS has gone without a permanent director for six of the past seven years. The most recent Senate-confirmed nominee was Michael Weahkee, a citizen of the  <a href=https:\/\/www.ashiwi.org\/>Pueblo of Zuni<\/a> who was on the job for barely nine months  before being <a href=https:\/\/indianz.com\/News\/2021\/01\/15\/director-of-indian-health-service-steps-down-at-request-of-president-elect-joe-biden\/>asked to step down by President Biden<\/a>. Weahkee complied with the request on January 20, 2021, which was Biden&#8217;s first day in office.\r\n<P><\/P>\r\nIt took Biden more than a year to announce Tso as his pick to lead the IHS, following <a href=https:\/\/indianz.com\/News\/2022\/01\/26\/its-really-time-speculation-grows-about-leadership-at-indian-health-service\/>widespread speculation<\/a> about the lack of a permanent director.\r\n<P><\/p>\r\nTso&#8217;s confirmation hearing takes place at 2:30pm Eastern on Wednesday.
