ACTION ALERT:<\/EM><\/div>\r\n<div class=\"h5-responsive sub\">Template Letter for Written Comments: Treasury&#8217;s Adoption Tax Credit Implementation Consultation<\/div>\r\nOn September 15th, the U.S Department of the Treasury held a virtual consultation on implementing Sections 70402 and 70403, \u201cRecognizing Indian Tribal Government for Purposes of Determining Whether a Child has Special Needs for Purposes of the Adoption Credit.\u201d\r\n<p><\/p>\r\nTo support Tribal participation in this consultation process, NAFOA has prepared a template letter for Tribes to utilize when submitting written comments to Treasury. Tribal input is critical to ensure that Treasury effectively implements the Adoption tax credit in a manner that accurately reflects the needs and perspectives of Tribal nations.\r\n<p><\/p>\r\nComment deadline: October 10, 2025, at 11:59 pm Alaska time. POLICY:<\/EM><\/div>\r\n<div class=\"h5-responsive sub\">Continuing Resolution Passes House, But Fails in Senate<\/div>\r\nLast Friday, the House passed a Continuing Resolution (CR) to maintain government funding through November 21st. The bill passed by a vote of 217-212, largely along party lines, with two Republicans voting against, and one Democrat voting in favor. The \u201cclean\u201d CR would extend funding at current levels for the first seven weeks of Fiscal Year 2026, which begins October 1st. The passage provides House Appropriators more time to complete work on the remaining nine appropriations bills. The House is scheduled to be on recess next week for Rosh Hashanah, putting pressure on the Senate to pass their CR and prevent a government shutdown before the Oct 1st deadline.\r\n<p><\/p>\r\nIn the Senate, funding measures from both parties failed to achieve the 60-vote threshold needed to overcome a filibuster. With the Senate out of session next week, there&#8217;s a narrow window to pass an appropriations measure and avoid a government shutdown.\r\n<p><\/p>\r\nNAFOA will continue to monitor and provide updates on potential impacts to Tribal funding. \r\n<p><\/p>\r\n<a class=\"btn btn-primary btn-block\" href=\"https:\/\/appropriations.house.gov\/news\/press-releases\/house-passes-hr-5371-continuing-appropriations-and-extensions-act-2026\" role=\"button\">Read the House Press Release<\/a>\r\n\r\n<p><\/p>\r\n<div class=\"h5-responsive sub\"><EM>4.
