P. Moncure, the Moncure Tipi is a two story conical wooden building clad in continuous courses of wood shingles from the top of its peak down to ground level. It is constructed following the basic format of the traditional hide-covered lodge indigenous to the Plains.  Moncure Tipi, was later used by tribal members for ceremonies on the Northern Cheyenne Indian Reservation, Busby, MT.  For more information go to npgallery.nps.gov\/GetAsset\/c1cc97c5-508a-49a9-aef3-3a3cce781c3d\\r\\r\\r\\r\\rThis landmark is about 6 miles from where U.S. Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Montana State Plant Health Director Gary Adams met with livestock producer and People&#039;s Partner for Community Development (PPCD) Community Facilitator Peggy Fredericks in the Northern Cheyenne reservation.  The Cheyenne land is leased to ranchers to graze their cattle. For several years there has been a pest problem with grasshoppers. Fredericks said that there were so many that the ground would just hop. The plants were eaten down to just a stub. Last year, USDA APHIS PPQ was contacted for assistance. Adams was able to assist them in getting funding to suppress the grasshopper population that was eating away their forage plants. She says that they (USDA) got right on it, and approximately 50,000 acres of land were suppressed in a timely fashion. With APHIS&#039;s help, the natural rangeland plants grew back, and lease operations continue. Because suppression was applied early, the grasshoppers were not able to mate and lay eggs, which greatly reduces the population for some more years. Suppression was kept away from residential areas, cropland, bodies of water, waterways, and any area that might produce health and safety concerns. Through a <a href=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2021\/11\/15\/doi-usda-so-3403.pdf\">joint Secretarial Order (Order)<\/a>, the two Departments codified a policy to facilitate agreements with Tribes to collaborate in the co-stewardship of federal lands and waters.\r\n<p><\/p>\r\nThe Departments also committed to ensuring that all decisions relating to federal stewardship of lands, waters, and wildlife include consideration of how to safeguard the treaty, spiritual, subsistence, and cultural interests of any Indian Tribes. The Order additionally directs the Departments to ensure that Tribal governments play an integral role in decision-making related to the management of federal lands and waters through consultation, capacity-building, and other means consistent with applicable authority.\r\n<p><\/p>\r\n<div class=row><div class=col-10>\r\n<div class=\"wp-block-pdfemb-pdf-embedder-viewer\"><a href=\"https:\/\/indianz.com\/News\/wp-content\/uploads\/2021\/11\/15\/doi-usda-so-3403.pdf\" class=\"pdfemb-viewer\" style=\"\" data-width=\"max\" data-height=\"max\" data-toolbar=\"both\" data-toolbar-fixed=\"on\">doi-usda-so-3403<\/a><\/div>\r\n<\/div><\/div>\r\n<p><\/p>\r\n\u201cFrom growing crops and taming wildfires to managing drought and famine, our ancestors have spent millennia using nature-based approaches to coexist among our lands, waters, wildlife, and their habitats. As Tribal communities continue to face the effects of climate change, this knowledge \u2013 which has been passed down since time immemorial \u2013 will benefit the Department\u2019s efforts to bolster community resilience and protect Indigenous communities,\u201d said Interior Secretary Deb Haaland. \u201cBy acknowledging and treating Tribes as partners in co-stewardship of our lands and waters, we will undoubtedly strengthen our federal land and resources management.\u201d\r\n<p><\/p>\r\n\u201cWe are committed to the values of equity and inclusion rooted in justice and equal opportunity for those we serve,\u201d said U.S. Agriculture Secretary Tom Vilsack. \u201cShared stewardship of land management is a priority for USDA, and an important part of our responsibility to tribal nations. Management challenges like extreme wildfires, severe drought and invasive species do not recognize borders or boundary lines. Those lands and waters contain cultural and natural resources of significance and value to Indian Tribes and their citizens, including sacred religious sites, burial sites, wildlife, and sources of Indigenous foods and medicines. In addition, many of those lands and waters lie within areas where Indian Tribes have reserved the right to hunt, fish, and pray pursuant to ratified treaties and agreements with the United States.\r\n<p><\/p>\r\nIn managing public lands and waters, the Departments are charged with the highest trust responsibility to protect Tribal interests and further the nation-to-nation relationship with Tribes. The Departments affirmed today that the United States\u2019 trust and treaty obligations are an integral part of each Department\u2019s responsibilities in managing federal lands. They also affirmed that Tribal consultation and collaboration must be implemented as components of, or in addition to, federal land management priorities and direction for recreation, range, timber, energy production, and other uses, and conservation of wilderness, refuges, watersheds, wildlife habitat, and other values.\r\n<p><\/p>\r\n<HR><EM>The <a href=https:\/\/www.doi.gov\/>Department of the Interior<\/a> (DOI) conserves and manages the Nation\u2019s natural resources and cultural heritage for the benefit and enjoyment of the American people, provides scientific and other information about natural resources and natural hazards to address societal challenges and create opportunities for the American people, and honors the Nation\u2019s trust responsibilities or special commitments
